About this file

This Request for Response (RFR) is issued by the Commonwealth of Massachusetts Department of Conservation and Recreation (DCR) in conjunction with the Operational Services Division (OSD) Strategic Sourcing Services Team to establish a pool of pre-qualified suppliers for wood furnace-stoves sales, service, and fuel supply. The procurement seeks vendors capable of providing two categories of services: Category 1 encompasses the sale and service of wood-fueled heating systems including furnaces, stoves, and related equipment along with parts and maintenance services, while Category 2covers the supply of wood-based fuels such as pellets and wood chips in both bagged and bulk formats. Responding vendors must indicate which category or categories they are applying for pre-qualification. The RFR was released on November 10, 2025, with a question submission deadline of November 24, 2025, and a bid response deadline of December 8, 2025 at 4:00 PM. The contract is estimated to commence January 1, 2026, and will have an initial term of three years with one renewal option for an additional two years, creating a maximum contract duration of five years. The target maximum number of awarded contractors is eight, though the SSST reserves the right to award more or fewer contracts as deemed in the Commonwealth's best interest. All responses must be submitted online through COMMBUYS.

The estimated total contract value is $100,000 over the five-year period, based on previous expenditures by DCR regional offices over a similar timeframe, though the Commonwealth makes no guarantee regarding purchase volumes. Prices must be quoted either as FOB pricing with no additional delivery charges or as Product Supply and Delivery Charge formats, with vendors able to identify delivery charges for specific counties. Wood fuel prices must be provided by October 1 annually prior to the heating season and maintained through the following season. Service response times must not exceed 24 hours for equipment service and 48 hours (preferably 24 hours) for fuel delivery. Contractors must carry comprehensive general liability insurance, comprehensive business motor vehicle liability insurance, and worker's compensation insurance. The contract is limited to use by DCR and the Massachusetts Department of Capital Asset Management and Maintenance (DCAMM). Renewal of contracts is discretionary and subject to performance evaluation including vendor responsiveness, communication quality, timely invoicing and reporting, and maintenance of pledged staffing and skill sets. Environmental specifications require awarded contractors to work toward implementing sustainable practices and may include consideration of energy efficiency initiatives, environmental certifications, alternative fuel vehicles, and recycling programs.

Document Sensitivity Level: High during development; Low once published.

6 EVALUATION CRITERIA

The procurement team will evaluate each response and determine which Respondents meet the standards of the agency. Those vendors will then proceed to subsequent stages of the evaluation and/or enter into negotiations with the Commonwealth to receive a Contract award.

6.1 Mandatory requirements

Mandatory Specifications must be met for a Bid to be evaluated and may be used to disqualify Bidders. In addition, certain mandatory specifications have desirable components that may be evaluated by the SSST. The SSST reserves the right, in its discretion, to determine if non-compliance with a Mandatory Specification is insignificant or may be easily corrected.

Bid sections that include terms such as: “must,” “shall,” “will,” and “required” are mandatory. Failure to meet the requirements of a mandatory specification without providing an alternate that is acceptable to the evaluators may result in the disqualification of a Bidder's proposal.

Responding vendors are required to provide evidence that they meet the minimum qualifications cited above, i.e. at least 3 years performing similar related services and a positive working relationship with customers as evidenced in a review of the Business Reference by the procurement team.

Vendors must also provide pricing information as requested above.

Vendors must complete and submit the Bidder Response Form provided with the bid.

6.2 Alternatives

A Quote that fails to meet any material term or condition of the Bid, including the submission of required attachments, may lose points or be deemed unresponsive and disqualified. Unless otherwise specified, Bidders may submit Quotes proposing alternatives that provide equivalent, better, or more cost-effective performance than achievable under the stated Bid specifications. These alternatives may include related commodities or services that may be available to enhance performance during the period of the Contract. The Quote should describe how the alternative achieves substantially equivalent or better performance than those described in the Bid specifications.

The SSST will determine if a proposed alternative method of performance achieves substantially equivalent or better performance. The goal of this Bid is to provide the best value of commodities and/or services to achieve the goals of the procurement.

Document Sensitivity Level: High during development; Low once published.

This security-sensitive information may be in the form of blueprints, plans, policies, procedures, schematic drawings, etc., which relate to internal layout and structural elements, security measures, emergency preparedness, threat or vulnerability assessments, and/or any other records relating to the security or safety of persons (pursuant to MGL c. 66A) or buildings, structures, facilities, utilities, transportation, information technology, or other infrastructure located within the Commonwealth. Bidders may contact the individual listed in contact information section of the Header Information this Bid in the event that this RFR is incomplete or information is missing. Bidders experiencing technical problems accessing information or attachments stored on COMMBUYS should contact the OSD Help Desk (see the document cover page for contact information).

In addition to the certifications found in the Commonwealth’s Standard Contract Form, by submitting a Quote, the Bidder certifies that the Quote has been arrived at independently and has been submitted without any communication, collaboration, or without any agreement, understanding, or planned common course of action with any other Bidder of the commodities and/or services described in the RFR.
