The amendment extends the bid due date to April 3, 2026 at 2:00 PM EST and addresses 40 contractor questions regarding project specifications, design clarifications, material requirements, and administrative procedures. Key project components include bridge reconstruction with pile installation, concrete substructure work, reinforcing steel installation, temporary access roads, utility coordination with DC Water and PEPCO, stormwater management, and site restoration. The amendment provides detailed responses clarifying contractor responsibilities for structural steel installation, conduit support angles, construction joint placement, cofferdam dewatering procedures, settlement monitoring requirements, and temporary access road specifications. Contractors must acknowledge receipt of this amendment prior to bid submission through completion of Items 8 and 15, separate letter or fax, or by acknowledging receipt on each copy of the offer submitted.

The amendment revises several pricing and payment items within the existing price schedule, including removal of pay item 614134 and pay item 610004 for the precast median barrier, while establishing an allowance-based payment structure for PEPCO connection, disconnection, and inspection services. Structural steel angles supporting PEPCO and DC Net conduits remain contractor responsibility and are paid under pay item 706010 (structural steel per pound). Updated documents provided include revised price file KA20260027.002x, updated J.14 Price Schedule R1, revised Bridge 78 as-built drawings, special provisions amendments, PEPCO requirements documentation, and DGS authorization for temporary access road. All terms and conditions of the original solicitation remain in effect except as specifically modified by this amendment. The contracting officer is Carol Hessler, and the amendment was signed on March 17, 2026.

2) Respond to the questions received below:

No. Question Answer

SP Item 16 requires contractor to deliver any materials considered useful to the District to a designated storage yard. Does the engineer forsee any materials being useful or salvageable at this time?

There is no material considered useful that will go to DDOT storage yard.

2 Please provide a reinforcing schedule for the project.

Reinforcement bars and spacings are shown on the project plan; DDOT does not provide reinforcing schedules.

Reference Drawings and As-Built plans are called out in notes regarding existing structure. Please provide if available.

As-Built Plans obtained from DC Water has been provided. Contractor to field verify information.

DDOT Standard Spec section 701.05B states, "No load test piles shall be driven until length test piles are driven to practical refusal and evaluated by the Engineer. Please clarify if length test piles are required on this job, and if so where they are located.

See Sheets 31, 42, and 45 for test pile locations and Note 8 on Sheet 31 for required lengths. Piles are tested based on load/capacity. Length test piles are not required.

Please confirm contractor is responsible for installation of 4-4" DC NET FRP conduits item 613 403. If so please provide pay item within pricing form.

Contractor is not responsible for installing the 4-4" DC NET FRP conduits; contractor will install the angles that will support the conduits on the bridge and payment is part of structural steel per pound (pay item

no. 706010).

Lighting plan 1 shows proposed 2-2" PVC Coated Galvanized Steel Conduits, are one of these conduits intended to be a spare? If so is there to be a spare 2" PVC conduit back to the existing PEPCO manhole shown on LT-03.

Plans have been revised to indicate use of 2-2" PVC only. The wiring shall be applied in either or both PVC conduits as needed to service the lights.

7 Please add pay item 614134 to J.14 Price File (400 LF conduit)

Plans have been revised to require 2- 2" PVC only. Additional pay item is no longer required. Quantity has been udpated.

Please consider making payment to PEPCO for Connection, Disconnection and Inspection an allowance.

Yes, it will be an allowance based on payment to PEPCO.

Stone Masonry facing is called out in the plans. Per Standard Spec 708.07, "the kind of finish for the exposed faces of the masonry shall be as specified in the contract documents". Please specify the finish type to be used.

Language has been added to the plan notes regarding Ashlar Stone requirements.

10 Please confirm that no pile points are required on this project

We do not anticipate the need for pile points; however, if differing driving conditions are encountered (debris/dense gravel/etc.) they may be warranted.

The typical section for the temporary access road on sheet 12 of 109 states the temp access road limits are from Sta 21+05 to Sta 44+23.

The note on sheet 95 of 109 regarding the temp access roads states to "Tie Into Existing Roadway" at Sta 27+19. Please clarify.

The typical section on sheet 12 has been revised.

Would a horizontal construction joint be accepted at the top of beam seat elevation along the wingwall sections adjacent to the abutment to alleviate head pressure? If not, would a vertical construction joint be accepted in the wingwalls in line with the back of the abutment stems?

The Contractor is permitted to use optional horizontal or vertical construction joints as necessary for construction sequencing. All proposed construction joints shall be shown in shop drawings for approval.

Reinforcing steel at construction joints shall be detailed and installed to provide full load transfer across the joint, including required development lengths, laps, dowels, or mechanical splices, as required.

Sheet 30 (Demolition Plan) refers in note 1 to existing as-built plans.

Please provide the aformentioned as-built plans of the existing bridge.

As-Built Plans obtained from DC Water has been provided. Contractor to field verify information.

Please clarify which pay item the concrete for the wall drainage support is paid under.

Concrete will be paid under 703 006 PCC Pier-Abutment-wall and rebar will be paid under 704 002 Reinforcing Steel.

Please clarify the dimensions of the terminal wall section on the sleeper slab extension found on the North Abutment. Sheet 63 (Section E) indicates 2' of concrete terminal wall above roadway/approach grade, 3.5' above top of sleeper slab. Details for the barrier terminal wall on Sheet 71 indicate 3.5' of concrete terminal wall above top of approach slab, conflicting with cross section E.

The terminal wall height varies from 2'-8" to 3'-6" above the roadway surface as shown on Sheet 71. The height of the barrier on Section E-E has been revised.

Please clarify the intent behind note 5 on sheets 35/48 with regards to forms for the backwall being not permitted to attach to abutment stem.

The bridge is intended to allow movement between the abutment stem and the girders/backwall (this is a semi-integral abutment). The intent of the note is to allow movement between them.

Please provide details on the location for the installation of this 30' permanent precast median barrier.

This item is not needed and will be removed from the pay items (item no.

610004).

Will DDOT provide a temporary construction easement (TCE) for access onto property adjacent to the proposed bridge no. 78 and proposed temporary access road?

See response to question no. 19.

Does DDOT have Encroachment Agreements in place with propoerty owners adjacent to and in the vicinity of the proposed bridge and proposed temporary access road?

See J.24 for PEPCO. DDOT has secured access to the DPW site and special use permit (SUP) from National Park Service for the project.

Please confirm the existing 12" DC Waterline will be shut off by others during construction of the proposed bridge.

DC Water will shut off the water during construction. Contractor to continue coordination with DC Water.

IFP documents at 1.8.B.9. indicate that “For projects not involving structural alterations, the Contractor shall provide an installation floater policy with a limit equal to the Property values being installed as part of the project…” Does this section 1.8.B.9. apply to this project?

This project is a construction project which will include structural alterations and therefore would not be required for performance of the contract.

Is there a DOEE stormwater permit for the temporary road access adjacent to the PEPCO facility?

The temporary access road is temporary so DDOT did not seek for DOEE permit. DDOT will coordinate with DOEE.

Is there a DOEE stormwater permit for the realignment of the walking path and park?

The realignment of the walking path is temporary so DDOT did not seek for DOEE permit. DDOT will coordinate with DOEE.

If the appropriate DOEE permits are not in place for the temporary work, are they in progress or planned to be obtained by the planned construction start date?

DDOT will secure the permits for temporary work- use the Erosion and Sediment Control Contract Document for the temporary access road.

Please confirm the correct version of AASHTOWARE to be utilized for bid submittal.

There is not a specific version of AASHTOWARE to be utilized for bid submittal. We have included the document titled “ASHTOWARE information” in DTAP if you are unsure how to complete.

The project limits are in close proximity to a railroad overpass. Are there any required special accomodations due to the vicinity of the railroad, i.e. Railroad Protective Insurance Coverage, on-site flagger, submittals review, etc.?

There is no work under the WMATA bridge. The contractor shall do the work so there is no impact to the WMATA bridge when accessing the site.

Please confirm the correct form required with the bid to comply with the First Source Law.

The first source requirement would be to submit the First Source Employment Agreement-Construction Projects Only-February 2018 document located at https://ocp.dc.gov/node/1417531

Is the Contractor required to submit a hard copy of the bid bond or will a DTAP upload of the bid bond form suffice?

No, Hard copies are not required or requested. Please only submit electronically via DTAP. [Or via the backup submission method (i.e. e-mail) in the event DTAP submission is not able to be accomplished]

Standard Specification 720.03 dictates that demolition shielding should be designed for a 50psf windload on vertical components.

Please clarify the justification for such a high design capacity, and can this be reduced?

This is a DDOT Standard Specification applicable to this type of work.

Backwall Details sheet implies a construction joint between top of abutment backwall and bottom of deck, please confirm if a construction joint is permitted in this location.

A construction joint is permitted. The contractor to coordinate with other work to avoid impact.

Section detailing work included in cofferdam appears to have been cut off. Section 27, Paragraph 3, Sentence 3 seems to direct contractors that a level of testing will be required during dewatering activities.

Please clarify

The specification has been updated.

Section C.1 states, "Protection shield shall not be placed at an elevation lower than the bottom flange of the existing bridge beam/girder.". The utility supports attached to the old bridge are loacted below this elevation. Will the contractor be allowed to install protection shielding at an elevation lower than the bottom flange?

This will be permitted where required, due to conflicts with the existing utilities. However, the protection shield shall be supported from the bridge and not from the ground.

Will the Contractor be allowed to revise the location of the proposed temporary access path for access in and out of the marsh area below the existing and proposed bridge?

The contractor can submit the revised location to DDOT for review and acceptance with no cost to DDOT and no impact to project schedule.

Contractor will be responsible for obtaining permits.

1. Bid line-item No. 415 – 614999 - Payment to PEPCO for Connection, Disconnection, Inspection.

a. Typically, DDOT allocates a budget allowance amount. Will DDOT allocate a budget allowance amount for this solicitation?

Will do

We are requesting more clarification please on the work involving PEPCO & DCNET infrastructure. Amendment 2 stated that the installation of the angles for both PEPCO and DCNET conduits are to remain in this contract. However, the lump sum pay item to cover this work was removed.

Play confirm the support structures for both PEPCO and DCNET conduits (Including steel angle iron, threaded rod and fiberglass assemblies) are to be installed under this contract.

Please identify which pay item covers this work.

PEPCO and DC Net will install their conduits. The steel angles are included in the structural quantity to be paid per pound (pay item 706010).

Please advise regarding the dewatering process shown on the Erosion and Sediment Control Plan Sheet 1 (Sheet 105 of 109), which depicts a cofferdam and dewatering pumps discharging into dewatering bags on stone. The J.19 USACE Authorization, Enclosure 2, Page 2 of 7 (Page 35 of 41), Section 8, states: “All debris and wastewater must be captured and not enter the river and shall be contained and disposed of properly at an appropriate treatment facility to prevent material from entering the water body…”. Please clarify whether water encountered during dewatering should be assumed to be contaminated and whether the plan details are to be followed as shown. Specifically, is the use of dewatering bags and stone filtration acceptable for discharge adjacent to the Anacostia River, or must the water be contained and transported off-site to an approved treatment facility? Additionally, please confirm whether separate pay items will be provided for the treatment and/or disposal of contaminated water, or if these costs are to be included under existing contract items, and advise on the assumed quantity of water, if needed.

Language has been added to the Cofferdam specification regarding discharging.

"Regarding the construction sequence for the South Abutment and approach retaining walls: Sheet 02A (General Note Sequence of Construction, Item 7) specifies installing the proposed substructure and backfilling between south approach retaining walls with settlement platforms for monitoring. Furthermore, Sheet 31 (South Abutment Pile Layout Plan), Note 14, references a 2-month settlement period or optional 4 month settlement period with a 2-foot surcharge.

Please clarify the following to ensure proper scheduling of the monitoring period:

1. Does the 2-month settlement window begin only after the substructure footings are poured and backfilled ?

Or

2. Is the intent to install piles ONLY and wait for surcharge for 2 Months.

The Contractor would like clarity on what substructure items need to be placed to begin the 2 Month surcharge monitoring window (Piles, Footings, walls, Backfill, Etc).

The settlement peroid begins after the walls are formed and backfill and surcharge is placed. The settlement will be monitored as per the specifications.

Project calls for removal of the temporary access road and restore site to existing condition at project completion. Is the intent to restore to concrete pavement between station 27+19 to Station 34+75 (approximately)? If so, under which item will the concrete pavement be paid for?

The concrete pavement in question is in regard to the pavement in front of DPW's transfer station- this will not be replaced. This concrete pavement has already been demolished. The DPW site will receive what is shown in the typical section for the temporary access road. The total limits of this work are in the typical sections for the temporary access road and trail. The items used to pay for this are in the special provision (no.

20). The contractor will not be requested to restore the area to original condition (27+19 to 34+75).

The temporary access road seems to go through an existing ramp between station 34+75 and station 36+00. How will the demolition of this ramp be measured and paid for?

The ramp has already been demolished by DPW.

The demolition of vaults (bid item #65) has no sufficient information such as depth, size, or exact location and it is not shown on the plans.

Will you consider switching this item from a bid item into an allowance item? The only information shown on the plans is intake/outtake vaults and these are paid under bid item #105 (Demolition) as per the special provisions.

See revised SP No. 29 for demolition of vault and Plan Sheet No. 10 for anticipated, approximate locations of conflict.
