About this file

This is a Pre-Proposal Conference presentation and attendance roster for a Bus Shelter Franchise Agreement solicitation issued by the District of Columbia Department of Transportation (DDOT). The District seeks a franchisee to design, install, operate, and maintain up to 1,500 bus shelters throughout Washington, DC, while generating revenue through commercial advertising placement on those shelters. The conference was held on July 27, 2026, with 25 attendees representing government agencies and prospective bidders. Key personnel requirements include a Program Manager with 10 years of experience managing similar projects, a Program Analyst with 3 years of experience, a Construction and Maintenance Manager with 10 years of experience, a Lead Architect with 10 years of pedestrian structure design experience, and a Lead Designer with a bachelor's degree in engineering, DC professional engineering licensure, and 5 years of structural design experience. The proposal deadline is August 24, 2026, at 5:00 PM, with questions due by August 3, 2026. The transition-in period will be negotiated at award. Evaluation will follow procurement milestones including a 14-day technical evaluation period, 7-day consensus meetings, and 30 to 45 days for negotiations and award decision.

The franchisee must make guaranteed annual minimum (GAM) payments to the District, with the first payment of $3,000,000 due by January 30, 2027, followed by quarterly payments on January 30, April 30, July 30, and October 30 of each agreement year. Annual revenue sharing payments are calculated using a variable formula based on advertising revenue minus the GAM payment multiplied by an annual revenue sharing rate, with rates ranging from 25 percent in Year 1 to 45 percent in Year 5. The evaluation criteria allocate 67 points to technical factors (including advertising and revenue planning, bus shelter design and installation, operations and maintenance, qualifications and experience, and past performance) and 33 points to payments to the District. Up to 20 additional preference points are available for District of Columbia residency requirements (10 points if at least 50 percent of equity holders have resided in DC for 3 years) and Community Business Enterprise (CBE) participation (10 points based on percentage of work allocated to CBEs). The District will evaluate offerors' ability to maximize revenue return, meet design and maintenance standards, integrate with District IT systems including Trimble CityWorks, and demonstrate relevant past performance on similar contracts within the last 10 years.
