About this file

This is an amendment to a Bus Shelter Franchise Agreement solicitation issued by the District of Columbia. The franchise agreement requires the selected franchisee to design, install, operate, and maintain up to 1,500 bus shelters throughout the District of Columbia, with proposals originally due August 24, 2026. The franchisee will be responsible for the complete lifecycle of shelter infrastructure, including design, fabrication, installation at District-specified or approved locations, and ongoing operational maintenance. The contract encompasses a full franchise model wherein the franchisee assumes capital and operational risk in exchange for exclusive advertising revenue rights on the shelters.

The agreement operates on an advertising revenue-offsetting economic model, with the franchisee bearing all capital expenditures and operational costs while retaining the right to sell and manage commercial advertising on the shelters. No estimated contract value, specific contract term duration, renewal options, set-asides, preference programs, or evaluation criteria have been disclosed in the posted solicitation materials. The amendment document itself contains revisions to the original franchise agreement terms, though specific details of those amendments are not enumerated in the summary provided.
