About this file
This document is an IFB (Invitation for Bids) for a multi-year Agency Specific Master Contract for Prepaid Gift Cards issued by the Illinois Department of Children and Family Services (DCFS). The IFB, identified as PO21-083, seeks bids for the provision of prepaid gift cards. The IFB includes a Q&A section addressing various questions from potential bidders, such as the requirement for a Certificate of Good Standing, the use of data centers located in Europe, the 20% Business Enterprise Program (BEP) goal, and the process for funding the gift cards.
The IFB states that the awarded vendor will be responsible for loading the funds onto the gift cards and invoicing DCFS, which will pay using Department 220 Children's Services Funds. DCFS has indicated that it will not pay for the gift cards in advance or use state funds to load the cards, due to limitations in the Illinois Finance Act.
