About this file

This addendum to the Florida Department of Children and Families' Request for Proposal (RFP) 2526 031 provides clarifications and responses to written inquiries regarding the implementation and evaluation of a statewide Key Indicator Differential Monitoring System for the Child Care Program. The solicitation seeks a single vendor to design and execute a comprehensive implementation and evaluation initiative enabling the Department to conduct abbreviated inspections at child care facilities and large family child care homes using key indicators. Written questions were due May 11, 2026, with vendor responses due June 11, 2026 at 1:00 PM, public opening scheduled for June 12, 2026, and anticipated contract award on July 15, 2026. Primary deliverables include a detailed project plan due within two weeks of contract commencement, quarterly performance measures compliance reports, annual validation studies and implementation reports, revised inspection checklists and instruction manuals, policy and procedure documents, and a final project summary report. The contract will operate on a fixed-price, unit-cost basis structured across six state fiscal years from October 1, 2026 through September 30, 2032, with no in-person meetings, site visits, or statewide travel required under the contract terms.

Key response clarifications indicate that the awarded vendor will have access to historical evaluation reports and existing key indicator models, with approximately four years of historical inspection and compliance data available. The Department will provide inspection details including date, time, type, provider information, details of standards monitored, and noncompliant standards information. The Department anticipates data visualization and dashboard reporting tools as part of ongoing deliverables and will provide transition support and knowledge transfer from the incumbent vendor prior to contract commencement. The selected vendor must demonstrate documented experience implementing and evaluating a Key Indicator Differential Monitoring System within the past three years and provide detailed staffing plans and Project Manager qualifications. The anticipated contract amount does not exceed $100,000 per State Fiscal Year, with total contract value potentially reaching $600,000 across the six-year period. The Department will compensate the vendor only upon written acceptance of services subject to satisfactory performance and funds availability, with payment due within 40 days of invoice receipt, and potential financial penalties of five percent of the quarterly invoice amount applying if performance measures are not accepted.
