About this file

Summary

This is an RFP template document issued by the State of Florida, Department of Children and Families (DCF), Office of Child and Family Well-Being, establishing procurement procedures for the development and management of a Qualified Evaluator Network (QEN). The QEN will identify and manage qualified evaluators who perform assessments on children in DCF care and custody placed in or currently residing in residential treatment facilities. The RFP follows the procurement requirements outlined in Chapter 287, Florida Statutes, and establishes the framework for respondents to submit proposals detailing their qualifications, proposed network structure, evaluator recruitment and credentialing processes, quality assurance mechanisms, and management capabilities. The template document provides standardized sections for respondent submission requirements, evaluation criteria, and contract administration procedures but does not specify explicit response deadlines, site visit schedules, bidders' conferences, award dates, or contract term lengths within the template itself, as these details would be populated in the final RFP issuance.

The template establishes the structural and procedural framework for the procurement process, including instructions for proposal formatting, required documentation, and evaluation methodologies. Specific pricing terms, set-aside provisions, incumbent contractor information, funding amounts, and contract renewal options are not detailed in this template document, as these substantive terms would be incorporated into the final RFP when issued. The document serves as a standardized format to ensure consistency and compliance with Florida's statutory procurement requirements and DCF's acquisition standards for this specialized evaluator network service.
