This is Addendum No. 03 to a Request for Proposals issued by the State of Florida, Department of Children and Families, Office of Child and Family Well-Being, pertaining to the development and management of a Qualified Evaluator Network (QEN). The addendum, posted on August 31, 2026, contains questions and answers and Attachment 3 related to the solicitation. The QEN will establish a network of qualified evaluators to conduct clinical assessments on children in the Department's care and custody who are placed in or reside in residential treatment facilities. The RFP requires the selected respondent to establish and maintain a network of at least 20 qualified evaluators, including at least one Seminole Tribe Qualified Evaluator, and to perform Initial Suitability Assessments, 60-day and 90-day independent assessments, reconsideration assessments, and BQRTP-specific assessments according to specified timelines of 7-14 business days for completion. The original proposal submission deadline is November 16, 2026. The contract term runs from January 1, 2027, through December 31, 2029, with potential renewal based on annual legislative appropriations.
The contract is structured as a fixed unit-price arrangement with estimated annual volumes of 492-985 initial assessments, 705-1,410 follow-up assessments, and 205-410 rescheduling coordination fees per year, depending on fiscal year. Required personnel include a Project Manager with 5+ years of behavioral health management experience, a QEN Program Manager holding a master's degree with 3+ years of behavioral health or child welfare experience, and qualified evaluators licensed as psychiatrists or psychologists with 2-3 years of experience in child mental health. The provider must also establish a toll-free 24/7 customer service system, maintain administrative offices open 8:00 a.m. to 5:00 p.m. Eastern Time Monday through Friday, and develop and maintain training materials with an internal quality control program.

Standard Contract Part 2 Section C.2.1.1.14, p
C.2.1.1.14. states that "staff shall be available at the Provider’s office location during normal business hours (8:00 AM to 5:00 PM, Eastern Time, Monday through Friday, excluding State of Florida observed holidays)." Assuming that the provider has an office location for any in-office needs, is it acceptable to provide a remote staffing model?
Yes. The Department will permit a remote staffing model, subject to Department approval, provided the Provider maintains a Florida office location as required by the Contract, maintains a sufficient percentage of clinical review staff at the office location as determined by the Department, and all contractual service, accessibility, security, and performance requirements are met. The Department reserves the right to approve or disapprove the number of staff permitted to telecommute.
8 Magellan Healthcare
Standard Contract Part 2 Section C.2.1.1.20., p
Section C.2.1.1.20. states "the Provider shall maintain a minimum network of at least 20 Qualified Evaluators." Please provide a data book or estimated number of assessments per month/year to assist in justification of 20 Qualified Evaluators. If the vendor determines that the estimated assessment volume warrants an alternative staffing model, will the State accept a model with fewer qualified evaluators with a guaranteed assessment capacity?
The minimum requirement of twenty (20) Qualified Evaluators reflects the Department's determination of the minimum staffing necessary to support statewide coverage, required turnaround times, geographic availability, and continuity of operations. Estimated assessment volumes are provided in Appendix VIII, Proposed Annual Payment Table, of the RFP. The requirement to maintain a minimum network of twenty (20) Qualified Evaluators remains unchanged. A staffing model containing fewer than twenty (20) Qualified Evaluators would not meet the minimum requirement of Section C.2.1.1.20. Respondents shall propose staffing sufficient to meet all contractual requirements.
