DEFENSE CONTRACT AUDIT AGENCY (DCAA)

DCAA INTERPRETER SERVICES

SOURCES SOUGHT/REQUEST FOR INFORMATION

1. DISCLAIMER: This sources sought is for planning purposes only and is not a request for quote (RFQ), invitation for bid (IFB), or an obligation on the part of the government to acquire any supplies or services. Responses to this sources sought are not quotes or offers and cannot be accepted by the government to form a binding contract. The government will determine if/how to proceed based on the results of this notice. Companies that respond to this notice should not expect to receive feedback regarding submissions. The government will not pay any costs incurred in response to this notice. All costs associated with responding to this sources sought will be solely at the expense of the responding party. The information provided in this notice is subject to change and is not binding on the government.

2. LOCATION: Defense Contract Audit Agency Ft. Belvoir, VA 22060

3. OBJECTIVE: Defense Contract Audit Agency (DCAA) has a requirement for American Sign Language and Foreign Language interpreter services.

4. SCOPE OF WORK: See attached PWS.

5. DESCRIPTION OF INFORMATION REQUESTED: All interested vendors with experience/capabilities as outlined above must provide a capability statement that includes the following:

a. Company name.

b. GSA contract number.

c. Other government-wide contracts/numbers (e.g., SEWP, JETS, ESI, etc.).

d. Socioeconomic status(es).

e. CAGE code.

f. UEI number.

g. Size of business relative to NAICS code.

h. Mailing address.

i. Name, telephone number, and email address for primary point of contact (POC) with the authority and knowledge to clarify responses with government representatives and can verify the demonstrated capabilities.

j. Any questions or clarification requests regarding the requirement.

k. Please provide any comments on the PWS.

l. Examples of direct experience as a prime contractor performing the stated work – please provide the contract number, agency, the scope/value of the contract, the length of the contract, the functions you did under the contract, and/or the role your company played.

m. Would your company be able to provide nationwide services for everything that is listed in the PWS if travel was not reimbursed? Please see places of performance section of the PWS. Would your company be able to meet this minimum requirement every time?

n. Please provide your list of resources in relation to the places of performance in the PWS.

o. Would you be able to provide on-time intermittent services nationwide every time? This would be in as little as less than 48-72 hours notice. If so, then please provide your company’s approach and resources available. Please see places of performance of the PWS.

p. Due to the shortage of interpreter services nationwide, how would you be able to fill nationwide requirements/everything in the PWS when travel is not reimbursed? Would your company be able to meet this minimum requirement every time? Does your company have resources available or would your company start a joint venture to meet this minimum requirement? Please provide your resources and approach.

q. Due to shortage of interpreter services nationwide, how would you be able to fill nationwide requirements/everything in the PWS when travel is not reimbursed within 50 miles and greater than 400 miles from place of performance?

Please see places of performance section of the PWS. Would your company be able to meet this minimum requirement every time? Does your company have resources available or would your company start a joint venture to meet this minimum requirement? Please provide your resources and approach.

r. Would your company be able to provide 1 backup interpreter at all times that can show up on time even including if primary interpreter becomes unavailable 72 hours before service is needed? Do you have the resources within 125miles from every places of performance on the PWS? Please see places of performance. Please explain your approach.

s. Does your company have a scheduling platform that can be accessed by computer? Please explain platform.

t. Would your company be able to provide Video Remote Interpreting (VRI) services when needed.

u. Would your company be able to provide communication access real-time translation (CART) when needed?

v. Would your company be able to fill requirements 90% of the time if request is given 5 or more business days out?

w. Where are all of your interpreters located at in the United States?

x. Will your company be able to furnish personnel that have been the subject of a completed and favorable adjudicated Tier 3 Investigation (T3) and meet the rest of the minimum requirements of the PWS?

6. Any information provided by industry to the government as a result of this sources sought is strictly voluntary. Responses will not be returned. As a reminder, no entitlements to payment of any direct or indirect costs or changes to the government will arise as a result of vendor submission of responses or the government’s use of such information. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and a future RFQ if applicable. The limit for all responses is 7 pages single-sided in Microsoft Word or Adobe PDF format with a maximum of 12-point font on an 8.5 x 11 page with margins of 1”.
