About this file

This is a Disadvantaged Business Enterprise - Neutral (DBE-N) Program Small Business Participation Plan (SBPP) annual submission form issued by the City of Phoenix Public Transit Department in compliance with the United States Department of Transportation (USDOT) requirements under 49 CFR part 26. The form applies to Federal Transit Administration (FTA)-assisted projects and requires contractors to submit annual SBPP documentation on the anniversary date of contract execution. The document serves as a template for contractors to outline their commitment to small business participation, identify current small business relationships, and plan future opportunities for engaging small business suppliers, subcontractors, joint venture partners, and service providers. The contractor is required to track and report all small business participation monthly through the City of Phoenix Certification and Compliance System at phoenix.gob2g.com and must designate a contract liaison responsible for submitting the annual SBPP and other required reports.

The SBPP requires contractors to demonstrate good faith efforts in promoting small business participation through outreach activities, including identifying verified small business suppliers, sending solicitation letters, maintaining contact logs, and utilizing City of Phoenix and Federal databases to locate potential small business opportunities. Contractors must document all small businesses currently in use, categorize their participation type, and report total amounts paid during the preceding year. The plan requires assessment of future small business participation opportunities by scope of work using NAICS codes and estimated timeframes. All supporting documentation must accompany the annual submission, and the contractor must certify the accuracy of submitted information. No specific pricing terms, set-asides, or funding amounts are established in this compliance form, which functions as an administrative requirement for FTA-assisted transit projects.
