About this file

This is a Small Business Participation Plan (SBPP) annual submission form required by the City of Phoenix Public Transit Department for contractors subject to the Disadvantaged Business Enterprise - Neutral (DBE-N) program under 49 CFR Part 26, issued by the United States Department of Transportation (USDOT). The form establishes requirements for contractors to demonstrate good faith efforts in promoting small business participation on Federal Transit Administration (FTA)-assisted projects. Contractors must submit updated SBPPs annually on the anniversary date of contract execution and are responsible for tracking and reporting all small business participation occurring through procurements, joint ventures, subcontracts, goods and services arrangements, and other business relationships. The plan requires contractors to identify small business opportunities, conduct proactive outreach to small business suppliers, send solicitation letters to potential vendors, and make reasonable efforts to utilize small business services. Documentation of all small business participation must be entered monthly into the City of Phoenix Certification and Compliance System at phoenix.gob2g.com.

The SBPP form requires contractors to list current small businesses in use by category (subcontractors, joint venture partners, suppliers of goods and services, or other), along with total amounts paid during the past year. Contractors must also identify future opportunities for small business participation by scope of work using NAICS codes, estimated timeframes, and known contractors or vendors. A designated contract liaison must be identified to submit the annual SBPP and other required reports to the contracting agency, including contact information and certification that submitted information is accurate. All supporting documentation must accompany the SBPP submission. The specific contract referenced involves an air-fed vertical collating system for the City of Phoenix with a term of five years from the commencement date approved by City Council, with five one-year renewal options exercisable at the City's discretion.
