About this file
This is a Small Business Participation Plan (SBPP) annual submission template issued by the City of Phoenix Public Transit Department in compliance with the Disadvantaged Business Enterprise - Neutral (DBE-N) program requirements under 49 CFR Part 26, as mandated by the United States Department of Transportation (USDOT). The related contract opportunity is for Membrane Diffusers with a commencement date on or around September 23, 2026, and a contract term of five years with no extension options. The solicitation is available through the City's Procurement Portal, and the effective date of the agreement is upon final signature and recording by the City Clerk's department.
The SBPP requires contractors to demonstrate good faith efforts and reasonable efforts to promote and foster the participation of small businesses on Federal Transit Administration (FTA)-assisted projects. Contractors must identify opportunities for verified small business suppliers, conduct proactive outreach, document all communications with small business entities, and track and report monthly all small business participation through the City of Phoenix Certification and Compliance System at phoenix.gob2g.com. The submission must include current small businesses in use (categorized by type and amount paid), future opportunities for small business participation organized by Scopes of Work (NAICS codes), estimated timeframes, and designated contractor liaisons responsible for annual submission and compliance reporting. Supporting documentation must accompany the annual SBPP submission.
