DARPA Food Service Concession Solicitation Attachment 5
Questions & Answers November 5, 2024
1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
Answer: The current food service concession provided at DARPA is solely a Grab-N-Go market, so no incumbent is performing the same services as this solicitation requirement.
2. Paragraph 10 in the Synopsis/Solicitation document states, “no cost” contract. Based on the on-site population 850 people and the scope of services, we anticipate this will be subsidized operation. Will you consider a proposal based on a subsidy funded by DARPA?
Answer: No, DARPA will not consider proposals based on a subsidy funded by DARPA.
3. Are you able to provide historical transaction data, specifically:
a. Catering volume
b. Check average per transaction for breakfast, lunch, and grab-n-go
c. Daily number of transactions for breakfast, lunch, and grab-n-go
Answer: No, see Question 1. DARPA does not have this information available for the Grab-N-Go.
4. Are there any allowable expenses funded by DARPA such as paper goods and credit card fees?
Answer: No, DARPA is providing the vendor the space (and use of new kitchen equipment) to run the concession free of rent and utility costs.
5. What is the anticipated start date for services?
Answer: Monday, January 6, 2025.
6. Is the initial term of contract 5 years?
Answer: Yes, with three 60-month (5 year) renewal periods available. See Solicitation Attachment 2 (Definitions, Terms and Conditions, Clauses).
7. Do you have any customer feedback or specific requests?
Answer: No, see Solicitation Attachment 1 (Statement of Work) for specifications, particularly hot food options.
