Frequently Asked Questions Mountain View Officer’s Club
Ft. Huachuca, Arizona Request for Proposal No. - DACA09-5-20-0464
Question Response
A draft lease is not included in the RFP.
Should an Offeror propose lease terms in their proposal?
Although the DA has a template typically used for leasing, given the unique aspects of this transaction, proposers may propose lease terms they would like DA to consider. Lease terms are subject to negotiation within the parameters of applicable law and Army policy.
What are the conditions under which lease terms and conditions would be modified? Will the lessee be given adequate notice?
Once a lease is entered into, lease terms and conditions can be modified by mutual consent.
If rent is applicable, how often would that amount change? How often would rent be due? Are there any additional costs?
Cash rent applies only to the Ancillary Leased Premises. If an Offeror wishes to lease all or part of the Ancillary Leased Premises, the Offeror should propose a rent amount and a payment schedule as a part of their proposal. Under no circumstances will rent be deferred.
There may be additional costs associated with the lease that would be collected under the authority granted to Agencies by 10 U.S.C. §2695 to collect transaction costs.
Are all the structures in section 2.4.3(b) historic structures?
Within the 4.13-acre area of potential effect (APE) where Building 66050 is located, there are 3 other historically related structures: a tennis court (Facility 66051), circular drive, and a stone entrance pillar. These structures are included in the historic property listing along with Building 66050. Two other structures located outside the 4.13-acre APE are a playground and a baseball field immediately to the north.
Attachment G contains a spreadsheet that breaks down the rehabilitation costs for the Mountain View Officers’ Club.
Who developed these estimates and is there any current cost data?
The spreadsheet was developed by an interested party (Consulting Party) to assist in giving interested Offerors an idea of the extensive renovation needed to preserve the historic building. The DA cannot and does not attest to its accuracy, nor does the DA have any newer cost data.
