Frequently Asked Questions Mountain View Officer’s Club

Ft. Huachuca, Arizona Request for Proposal No. - DACA09-5-20-0464

Question Response

Is there more recent information than what is included in the attachments?

The attachments are provided for information only. Offerors must do their own due diligence. The installation does not have any new information to provide. However, the Section 106 Consulting Parties have worked with other third parties to develop potential uses for the Mountain View Officer's Club and that information is available upon request. The installation is open to any use that is consistent with the acceptable uses outline in the RFP.

What is the financial implication of relocation

vs. leasing and rehab in place in terms of the lease rate/sale price for respondents?

The RFP contemplates different consideration for each type of proposal.

Of the 3 scenarios, only the lease of Ancillary Leased Premises would require fair market value rent.

Why does the DA prefer acquisition, removal and relocation? And how does this approach preserve its historic significance?

By moving the building to a location where public access is freely available, it would enable more people to experience the historical significance of the building. Also, as stated in section 1.3 of the RFP: if DA selects a proposal for removal and relocation of Building 66050, the Installation will consult with the ACHP and the SHPO on the appropriate historic preservation covenants to be included in the bill of sale prior to issuance."

Does this mean relocation is only an option if the building is moved entirely off post?

Yes.

What are the security protocols to access the installation?

The Department of the Army determines security and installation access procedures for all installations. Civilian access is dependent upon acceptable threat levels.

How are respondents to know what DA would not consider appropriate development?

See section 1.3 of RFP “DA envisions that any proposed development will entail a well-planned and coordinated endeavor to utilize the Leased Premises and, if applicable, the Ancillary Leased Premises, in a manner that will not conflict with the Installation’s ongoing mission-related activities, army values, and the surrounding community.”

What happens at the end of 60 years? Or at the end of 30 years if the offeror or the DA chooses not to renew?

We are unable to respond to hypothetical questions.

DA selects the appraiser and there is no other input into the appraisal process?

The appraisal requirement only applies to the Ancillary Leased premises.

How can offeror be assured that appraisal is accurate?

The selected offeror can choose to contract with a third party for the appraisal which would be subject to review and certification by a government appraiser.

Is the cash rent equivalent to the value of the building and the 27.37 acres?

No. Cash Rent Consideration is only required for Ancillary Leased Premises as discussed in section 1.4 of the RFP.

Is rent paid out over the 30-year term of the lease?

See Section 3.5 of the RFP for payment of consideration.

What would be the justification for rejecting all proposals? Or cancelling the RFP process?

The Source Selection Authority would make that determination. The justification would be determined at that time should it become necessary.

Why is this only being positioned in relation to the Main gate rather than the Buffalo Soldiers' gate and Sierra Vista?

See section 2.1 of the RFP, “It is not feasible to create a separate access to Building 66050 in order to bypass the Installation’s Van Deman Gate and the requirement for background security checks in order to obtain a Visitor Pass.”

What is the procedure to access the installation and get ID cards?

The Department of the Army determines security and installation access procedures for all installations. All visitors will need to access the base through the main gate for a security check and ID.

Is there an option for a shuttle service or bikeshare on post?

See Section 2.1 of the RFP: “The only available transportation to Building 66050 is by a privately-owned vehicle.” See Section 2.4.4 “The Leased Premises and Ancillary Leased Premises are remote and not within walking distance of other buildings on the Installation. The Installation does not have any transportation service to the Leased Premises or Ancillary Leased Premises.

What is the population of the post, both permanent and temporary, military and civilian?

As of 9/30/19: contractors 3,556; permanent military 2,315; civilians 3,441; temporary students 1,950 (varies)

Why are additional studies the offeror's responsibility and cost, especially if the building is leased and technically still the property of Ft. Huachuca?

Additional studies may or may not be required depending upon the proposal accepted. Under 10 U.S.C. 2695, the cost is borne by the party benefiting from the transaction. Potential offerors should be aware of this potential cost.

What information can be provided about the availability of utility services?

See RFP Section 2.4.4: "The viability of any existing utility lines to the Leased Premises or Ancillary Leased Premises is unknown. Any improvement(s) necessary to access the Leased Premises or Ancillary Leased Premises, as well as the provision of all utilities, will be at the sole cost, liability, expense, and responsibility of the selected offeror and will require coordination with third party providers."

Why is the Natl Register nomination not referenced as an attachment in the

RFP?

See RFP Section 2.2: “See Attachment F for the National Register of Historic Places Registration Form for a full description of the development and subsequent uses of Building 66050.”

Is it possible for DA to support some of the infrastructure costs (utility lines and services to within 10 ft of the building) and development of roads?

The installation will maintain infrastructure and utilities that support the military mission. Lessees on FH pay for any infrastructure that solely supports their individual purpose. Lessee is solely responsible for utility commodities.

Why is the lessee required to pave and maintain Fort Huachuca's roads?

The Lessee would be required to pave and maintain roads they felt were necessary for operation of their facility that are not currently maintained by the installation because those roads are not necessary for the military mission.

Will offerors be able to tour the property so they can understand the conditions and complete their due diligence?

Yes. See RFP Section 6.1, third paragraph: “DA will provide in-person tours of the Leased Premises and Ancillary Leased Premises.

Can the Historic Building Code be applied to this project?

Arizona operates under the 1997 Uniform Building Code (UBC). Per the 1997 UBC section 3403.5 Historic Buildings "Repairs, alterations and additions necessary for the preservation, restoration, rehabilitation or continued use of a building or structure may be made without conformance to all the requirements of this code when authorized by the building official, provided:

1. The building or structure has been designated by official action of the legally constituted authority of this jurisdiction as having special historical or architectural significance.

2. Any unsafe conditions as described in this code are corrected.

3. The restored building or structure will be no more hazardous based on life safety, fire safety and sanitation than the existing building."

Also, in Division II - Accessibility for Existing Buildings in section 1109.2 Design and Construction "The provisions of this division apply to renovations, alterations and additions to existing buildings, including those identified as historic buildings."

Is an annual pass an option for installation access?

Installation access information can be found at:

https://home.army.mil/huachuca/index.php/about/Garrison/DES/physical-security/visitor-access

What are the costs that DA will charge for the lease and/or building acquisition?

See RFP Section 1.4 for consideration for each scenario.

Why is the offeror responsible for restoring the site?

This applies only to proposals to relocate the building.

What are the costs for acquisition?

See Section 1.4 "Consideration for conveyance by Bill of Sale of Building 66050 to the selected offeror will be removal, relocation, and preservation of Building 66050 to a location off the Installation at no cost, liability, or expense to DA."

What repairs and upgrades have been implemented by the installation?

The installation has been doing minor repairs to the roof as leaks are discovered during the monthly inspections. The roof needs replacement.

Can DA conduct the title search and provide that information as a supplement to the RFP?

No, the DA will not provide a title search.

Will CPs be informed of the number and nature of responses received?

No, proposals are subject to non-disclosure.

Where do I send RFP comments or questions?
