About this file

This document is a Sources Sought Statement of Work (SOW) for a Video Surveillance System (VSS) Upgrade for the Drug Enforcement Administration's New York Division. The project involves upgrading approximately 173 cameras and associated hardware across multiple floors of a facility, with a requirement for HANWHA brand cameras or equivalent models. The system must be compatible with the DEA's enterprise Video Management System called Castle, and will include complete removal of existing equipment, new equipment installation, and ensuring a fully functional surveillance system.

The sources sought notice requests vendors submit 2-3 page capability statements detailing their experience and ability to meet the VSS upgrade requirements. Vendors are asked to provide specific information including equipment removal specifications, replacement equipment details, warranty terms, GSA schedule listings, small business certifications, and past government/military experience with similar solutions. The DEA anticipates hosting an industry day for prospective vendors based on the submitted capabilities statements, with responses to be emailed to Kathrine.r.leach@dea.gov. This is a market research phase and not a formal solicitation, with the goal of assessing vendor capabilities for a future comprehensive video surveillance system upgrade.

SECTION II - GENERAL SYSTEM SPECIFICATIONS

2.01 Scope

The selected contractor shall install and ensure a fully functional Video Surveillance System (VSS) upon completion of this effort.

The system shall be Underwriters Laboratory (UL) rated. Installation of cabling, equipment, testing and training associated with the security system shall be included. If at any point in this project, DEA space is required to be vacant so the contractor can perform any aspect of this upgrade (install, wiring etc), the contractor will work with the DEA POC to notify the offices and schedule office moves accordingly.

2.02 Description of the System

The VSS system shall be comprised of fixed, color, indoor and outdoor, vandal resistant IP based cameras; will be recorded by Milestone XProtect Corporate software running on one or more computers; with video distribution to flat screen displays throughout the facility. All systems will be installed per manufacturer specifications.

The computer, networking equipment, and camera devices must be protected from power spikes and brief power failures by dedicated rack mounted UPS with built in voltage surge protectors designed to protect digital video surveillance systems and associated components. Security screws must be used for all ESS components that are exposed (i.e. can be viewed externally or are not secured from behind a face plate).

2.03 Infrastructure

All wiring and cabling shall be in accordance with VSS manufacturer recommendations. Wiring for all VSS field devices shall not be exposed (i.e. must be internal to a secure space wall, ceilings, doorframes, etc.) upon installation. Wiring for all VSS components should remain within DEA space when possible. When it is not feasible for wiring to remain internal to DEA space the contractor shall provide a conduit solution to the DEA Security Specialist for review. No wiring may be directly in contact with acoustical ceiling tiles. When replacing existing security systems, the contractor must remove abandoned VSS wiring in the ceiling per the applicable code.

Underground exterior cabling shall be direct burial cable meeting the requirements of the end point devices connected to it.

Contractor shall use “PURPLE” colored cable for all Security Systems, to include patch panels. All cables will be pulled from point to point, terminated, and tested. Cables will meet all applicable industry standards.

Cables must be labeled at all termination points, panels, patch panels and switches. Labeling shall mirror end point device naming as specified in the Milestone programming sheet. Photo proof of cable labeling for all security system panels, patch panels and switches will be required to be sent to the Castle Helpdesk hq-ispacastleteam-dl@dea.gov prior to system acceptance.

Include in the email to the Castel Helpdesk inbox, job location or office name and photos of the labeled terminations in the panels, the patch panels and switches. If the panels, patch panels and switches are installed in a classified area where photography is prohibited, collecting the photo proof will be the responsibility of the local DEA Security POC for that office or space.

SECTION III - SYSTEM COMPONENTS
