Responses to Requests for Information Regarding D15PS00219:
1. Is the Department seeking a trust/escrow account with balance inquiry and drawdown features or are you seeking a traditional demand deposit account with balance inquiry and limited transaction initiation features?
RESPONSE: The Department is seeking a solution that will enhance (not replace) our current trust funds management system to provide the services described in the RFI. So, for example, we would like an account holder to send us data that would automatically trigger a process to edit (update) the account holder’s mailing address.
2. Is it the Department’s objective to provide each Native America beneficiary with some autonomy regarding their account versus having to call your offices for this information?
RESPONSE: Yes. At present, Statements of Performance are mailed to beneficiaries on a quarterly basis, but a beneficiary must contact our office to make inquiries in between times or to provide updated contact information. It is our objective to reduce the need for employees to process this information and to provide beneficiaries with some autonomy regarding their accounts.
3. Would there be limits on any of the eBanking services you all are requesting? For example, will fund recipients need to transfer their money to a separate DDA checking/savings account held by the recipient at another financial institution to pay bills, transfer funds, etc.? OR would they be allowed to use the transfer function within this system for everyday purposes?
RESPONSE: Requests for disbursements need to be reviewed and approved. Except in the case of supervised accounts, disbursements are freely approved and must go by check to the beneficiary or by ACH to the beneficiary’s own account at a commercial financial institution. The Department does not intend to provide a bill-pay service at this time.
