Responses to Requests for Information Regarding D15PS00219:

1. Will accounts and balances remain in the current infrastructure/SEI trust system?

RESPONSE: Yes, the official record of all accounts, balances and transaction history will continue to be kept in our current trust accounting system (provided by SEI). The Office of the Special Trustee for American Indians (OST) is seeking to add a means for beneficiaries to interact with the existing system via internet and/or mobile devices

2. Is the purpose to provide an online/mobile client portal access only?

RESPONSE: OST plans to continue to provide account services to its beneficiaries through its Trust Beneficiary Call Center. OST intends to allow autonomous access only through a client portal. OST expects that, over time, the usual and preferred method of access for beneficiaries will shift away from the call center to the client portal.

3. Please confirm the system of record?

RESPONSE: Our system of record is our Trust Funds Accounting System hosted in the SEI Investment Company’s Trust 3000.

4. Which entity will be responsible for access control and administration? (i.e. enrollment)

RESPONSE: OST plans to be responsible for enrollment, access control and administration. OST is looking for a solution that it can assume as “turnkey.” OST is open to negotiating a support contract as part of the solution.

5. If a bidder is proposing a commercial off the shelf application used by many clients, does OST still require unlimited license and source code access?

RESPONSE: OST is seeking a solution that will permit all of its beneficiaries to use it. The number of beneficiaries continues to increase, year over year, so a solution needs to accommodate that growth.

OST is concerned with being able to provide adequate ongoing support for the application(s) especially if an application becomes no longer supported by the vendor and OST is “on its own.”
