Title: DEFENSE ADVANCED RESEARCH PROJECTS AGENCY (DARPA), BIOLOGICAL TECHNOLOGIES OFFICE (BTO), SCIENTIFIC, ENGINEERING, TECHNICAL AND ADMINISTRATIVE (SETA) SUPPORT Solicitation Number: D15PS00167 (Sources Sought # D14PS00626) Place of Contract Performance: Defense Advanced Research Projects Agency (DARPA), 675 N. Randolph, Arlington, VA 22203-2114 Synopsis:
Up to three IDIQ contract awards are anticipated. Initial base contracts will be established to cover the initial award with individual Task Orders competed amongst successful awardees. The focus for these task orders will be determined upon the issuance of a RFP and PWS for individual Task Orders and may include tasks to provide technical, programmatic, financial and administrative support to assist in all areas of program management and office support. Support for individual Task Orders may be provided by prime contractors, sub-contractors, consultants, and other subject matter experts.
The scope of this contract is to provide technical, programmatic, financial, and administrative advisory and assistance services (A&AS)/Scientific, Engineering, Technical Assistance, and Administrative (SETA) support to the DARPA/BTO. The contractor shall provide support in such broad areas as program planning and technical analysis, program and financial management/analysis, conference and meeting planning, data management and control, acquisition support, as well as broad agency announcements, internal and external websites, graphics, strategic planning, executive briefings, subject matter experts/consultants, and administrative management support to DARPA/BTO for existing and planned BTO programs.
On behalf of DARPA, the Acquisition Services Directorate, Division III intends to award a multiple award, hybrid IDIQ with the ability to issue Cost-Plus-Fixed-Fee, Time and Material, or Firm Fixed Price task orders. The Government anticipates a five (5) year ordering period of performance with an estimated ceiling of $95,000,000.00.
This is a full and open competition anticipated to be issued on or about 03/02/2015.

Prospective contractors shall be registered in the System for Award Management (SAM) database (www.SAM.gov) prior to the closing date listed in the solicitation. Prior to registering in SAM, contractors must obtain a DUN and Bradstreet number at 1-800-333-0505. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
