52.212-1 ADDENDUM Instructions to Offerors-Commercial Items (Services) mailto:annie.berg@usmc.mil mailto:jacie.liu@usmc.mil

1. SUMMARY: This solicitation is a Request for Quote (RFQ) being conducted in accordance with FAR Part 12 procedures.

The resulting award will be a Purchase Order contract with FFP contract line items. This commercial requirement shall provide the United States Marine Corps (USMC) with BLS services. It is the Government’s intent to award one contract but reserves the right to make multiple awards, partial awards, or no award at all.

2. SUBMISSION OF QUOTES: Quotes must be received no later than 9 Aug 2026 at 11:59pm [Philippines standard time].

Quotes shall be submitted via email. All email transmissions must clearly state the solicitation number (M68450-26-Q-

H006) in the subject line to ensure proper receipt.

The Government office designated for receipt of the proposal is the email inbox of the addressees indicated above.

Notwithstanding the provisions at FAR 52.212-1(c), delivery is not accomplished until the addressees can open the email.

Delivery to a server or an email inbox on a server is not considered delivery to the designated Government office and the quote is not under the Government’s control until the addressees can open the email. The email shall not be delivered unless the entire content of the email and all attachments can be read by the addressees indicated above. Receipt of an electronic acknowledgment from the addressee establishes that a record was received but does not establish that the content sent corresponds to the content received. Quoters are specifically warned that email may be subjected to spam filters or attachment stripping.

Attention is directed to FAR 52.212-1(c), concerning late submissions. Quoters are responsible for allowing adequate time for transmission to be completed. The Quoter bears the risk of non-receipt of transmissions and should ensure that all pages of the quote (and any authorized modifications) have been received by the designated office before the deadline indicated. Pages of a transmission that arrive after the deadline may not be considered.

The Government may make award based solely on the initial quotes received. However, pursuant to FAR 52.212-1(d), the

Government reserves the right to conduct clarifications if later determined by the Contracting Officer to be necessary.

3. PERIOD OF VALIDITY OF QUOTES: The pricing terms and conditions of the quotes should be valid for 30 days. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a quotation does not establish a contract. The order is an offer by the

Government to buy certain supplies or services upon specified terms and conditions. A contract is established when the quoter accepts the offer.

4. COMPLETE SUBMISSION: This section specifies the format and limitations that quoters must use when submitting quotes. Submissions shall be in the form prescribed below and shall contain a response to each of the areas identified. Only complete quotes received will receive consideration.

4.1. General Requirements. Quotes shall consist of, at a minimum:

No phone questions will be accepted. The deadline is necessary to ensure timely award and the Government may, in its sole discretion, choose not to respond to questions received after the deadline. The Government will review and respond to all timely questions; where the answers to questions necessitate changes to the solicitation, the Government will respond by an amendment to the solicitation.

(End of provision addendum)

52.212-2 ADDENDUM Evaluation-Commercial Items (Services)

(a) This is a simplified acquisition in which quote/s will be evaluated using the factors identified in FAR 52.212-2, Evaluation – Commercial Products and Commercial Services, this Addendum, and the process below. The Government expects to award a Purchase Order contract. The Government reserves the right to award without discussions or make no award.

(b) Award will be made to the responsible quoter whose quotation represents the best value to the Government, based on price and non-price factors shown below. The evaluation factors are in order of precedence from significantly more important to least important.

EVALUATION FACTOR 1: Technical Acceptability. To be considered for an award, the contractor at the minimum shall provide the following items to assess their technical acceptability of acceptable or unacceptable.

- Provide a 1-2 page service plan/technical capability statement, providing specifications of all required BLS services listed within the PWS, and services under this solicitation.

- Provide the anticipated lead time to confirm the quoter can deliver BLS services to listed location in the PWS no later than the PoP start date (the earliest PoPs start on 17 August 2026). Lead time must be shorter than or equal to seven (7) days.

- Quoter must provide a detailed execution plan addressing all PWS specifications. Key elements include equipment types, logistics, and base access or plan to obtain base access.

RATING DESCRIPTION

Acceptable Quotation meets the requirements of the solicitation, PWS, proposed equipment types, and delivery is deemed acceptable.

Unacceptable Quotation does not meet the minimum requirements of the solicitation, PWS, equipment types, and/or is unable to meet the requested delivery date.

Providing a signed solicitation with pricing alone will not be considered “acceptable” and will not be considered for contract

EVALUATION FACTOR 2: Past Performance. The Government will evaluate the quoter’s past and current performance history to determine a rating of acceptable or unacceptable. This assessment will utilize all available data, specifically including records from the Supplier Performance Risk System (SPRS) and the Contractor Performance Assessment

Reporting System (CPARS). The past performance evaluation will consider the quoter’s demonstrated recent within the past three (3) years and relevant (providing the same or similar services identified in the PWS) record of performance in supplying services that meet the solicitation’s requirements.

Past Performance Ratings Table

RATING DESCRIPTION

ACCEPTABLE Based on the quoter’s performance record, the

Government has a reasonable expectation that the quoter will successfully perform the required effort, or the quoter’s performance record is unknown. (See note below.)

UNACCEPTABLE Based on the quoter’s performance record, the

Government has no reasonable expectation that the quoter will be able to successfully perform the required effort.

Note: In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quoter may not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have “unknown” past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”

EVALUATION FACTOR 3: Price. To be considered for an award, the price must be determined to be fair and reasonable, and balanced; or if unbalanced pricing exists that it does not pose an unacceptable risk to the government.

Options. In accordance with the provision at FAR 52.217-5, the Government will evaluate offers for award purposes by adding the total price for all options, including the option under FAR 52.217-9, to the total price for the basic requirement.

Evaluation of options will not obligate the Government to exercise options. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

(ii) Request the Government to extend payment due dates until such time as the Government makes payment by
