About this file
This addendum document is issued by the New York State Office of Parks, Recreation and Historic Preservation's Hudson Valley District for the Grafton Lakes State Park Beach Area Site Improvements project (Project ID SA-GL-2025-001), which involves two separate contracts: D006603 for General Construction and D006604 for Electrical Construction. The addendum clarifies contractor responsibilities regarding utility trenching and backfill work, specifies that the Electrical Contractor is responsible for all interior electrical work, exterior wiring, and trenching and backfill for electrical conduit, while the General Contractor handles demolition of existing exterior electrical work. The document addresses existing utility conditions, noting that plumbing lines are encased in concrete near the women's restroom and that electrical lines run beneath concrete in specific areas near the lifeguard utility room and women's restroom. The addendum includes revised specifications for Section 015000 (Construction Facilities & Temporary Controls) and Section 323300 (Site Furnishings), along with revisions to multiple drawing sheets including layout plans, grading plans, and site details. Key site furnishings specified include recycled plastic lumber benches, limestone quarry block benches, outdoor showers by Most Dependable Fountains, Inc., cast iron tree grates, and 25-foot aluminum flagpoles with internal halyard systems.
The revised Construction Facilities & Temporary Controls specifications mandate that contractors provide portable electric sources and temporary water sources, establish temporary toilet facilities based on workforce size (minimum one toilet for up to 20 employees), and maintain barriers to protect the site and existing facilities. Contractors must implement comprehensive protection measures for trees and plants, maintain watertight building conditions, prevent cementitious materials from entering drainage systems, and conduct daily cleanup with rubbish removal at least weekly. Fire prevention requirements include maintaining 20-pound multi-class fire extinguishers at welding locations and proper fuel storage in UL-approved containers. Site furnishings installation requires all items to be set plumb and level per manufacturer specifications, with equipment such as outdoor showers featuring 1.5 GPM spray heads at 60 PSI and one-year warranties. The document does not identify specific pricing terms, set-asides, incumbents, or funding sources within the addendum itself, though the related contract opportunity indicates MBE participation goals of 13 percent and WBE goals of 17 percent for the general construction contract, with MBE goals of 10 percent and WBE goals of 20 percent for the electrical contract.

Grafton Lakes State Park Beach Area Site Improvements 06/03/2026
Project ID#: SA-GL-2025-001 Contract Numbers: D006603 General Construction; D006604 Electrical Construction
General Information:
1. Read All Plans, Specifications, and Addenda Carefully.
2. IMPORTANT: Acknowledge receipt of all addenda on the bid form when submitting your bid.
3. This Addendum is part of the Contract Documents in accordance with the “Instructions to Bidders.”
4. This Addendum includes both newly added specifications and revisions to previously issued specifications.
Pre-Bid RFIs:
Question 1: Will GC be responsible for trenching & backfill of electrical contract? Including any ductbank requirements?
Answer 1: The General Contractor is responsible for demolition of existing exterior electrical work.
Question 2: Confirm EC is responsible for all electrical demolition, including digging and backfill for existing electrical removal as sown on ED101.
Answer 2: Electrical Contractor is responsible for all interior electrical work, replacement of conduit, exterior wiring as well as trenching and backfill for electrical conduit.
Question 3: Please confirm if & what existing utilities are encased in concrete.
Answer 3: The extent to which existing utilities are encased in concrete is currently unknown. However, a few summers ago, a water leak occurred immediately outside the women’s restroom. During the excavation and repair work, it was discovered that the plumbing lines had been installed and subsequently covered with concrete. As a result, the crew had to remove sections of concrete until an undamaged portion of the line was located for a proper tie-in. Following the repair, the concrete was poured over the top of the lines.
To our knowledge, electrical lines have generally not been observed directly beneath the concrete pavement, and we therefore assume they are installed at a greater depth.
Exceptions include the area associated with repairs to the women’s changing room, where

GRADING NOTES
1. GENERAL CONTRACTOR SHALL NOTIFY ALL UTILITY COMPANIES HAVING
UNDERGROUND UTILITIES ON SITE OR IN RIGHT-OF-WAY PRIOR TO
EXCAVATION. CONTRACTOR SHALL CONTACT UTILITY LOCATING COMPANY
AND LOCATE ALL UTILITIES PRIOR TO GRADING START.
2. SITE GRADING SHALL NOT PROCEED UNTIL EROSION CONTROL MEASURES
HAVE BEEN INSTALLED.
3. GRADING AROUND EXISTING TREES TO BE MINIMIZED. SEE TREE PROTECTION
DETAILS.
4. MINIMIZE IMPACT TO EXISTING, REMAINING LANDSCAPE WHILE EXCAVATING.
GREAT CARE IS TO BE TAKEN TO AVOID DISTURBING ROOTS OF EXISTING
TREES. HAND EXCAVATION WILL BE REQUIRED WHERE EXISTING TREE
ROOTS ARE PRESENT OR IN LOCATIONS NEXT TO BUILDINGS.
5. ALL EXISTING UTILITY COVERS AND GRATES WITHIN THE AREA OF
DISTURBANCE ARE TO BE ADJUSTED TO MEET PROPOSED GRADES.
6. MATCH EXISTING GRADE AT ALL EDGES WHERE PROJECT WORK MEETS
EXISTING SITE.
7. SEE ELECTRICAL DRAWINGS FOR PROPOSED ELECTRICAL WORK.
8. ALL WALKWAYS TO HAVE A MAXIMUM 1.99% CROSS SLOPE.
9. ALL ADA ACCESSIBLE ROUTES INDICATED ON PLANS TO HAVE A MAXIMUM
4.99% RUNNING SLOPE AS REQUIRED BY CODE.
10. ADD ALTERNATE 1 INCLUDES ALL DEMOLITION, TREE REMOVAL, GRADING, AND
CONSTRUCTION OF THE NEW PAVEMENT AND CONCESSIONS BUILDING PARKING WITHIN THE
BOUNDARY. ADD ALTERNATE 1 DOES NOT INCLUDE UTILITY WORK, LIGHTING, AND SIGNAGE.
