About this file
This Addendum #01 document is issued by the New York State Office of Parks, Recreation and Historic Preservation for the Grafton Lakes State Park Beach Area Site Improvements project (SA-GL-2025-001), comprising two separate contracts: D006603 for General Construction and D006604 for Electrical Construction. The addendum, consisting of 134 pages including attachments, modifies the project specifications and includes newly added sections for Water Storage Tank Replacement (CT-312000 Earth Moving, CT-323113 Chain Link Fencing and Gates, and CT-330563 Precast Concrete Vaults and Chambers) and revisions to existing specifications covering environmental product declarations, cast-in-place concrete, asphalt paving, and concrete pavement. The addendum references a Pre-Bid Meeting with attendance records and includes technical attachments such as a Geotechnical Investigation Report, Hazardous Materials Survey Report, PCBs Testing Report, and Building Record Drawings. Bidders must acknowledge receipt of this addendum on their bid forms and comply with all modified specifications prior to submission.
The addendum establishes critical environmental and material compliance requirements, including mandatory Environmental Product Declaration (EPD) submissions for concrete mixes meeting specified Global Warming Potential (GWP) limits under New York's Buy Clean Concrete Guidelines, with GWP thresholds ranging from 275 kg CO2e/cubic yard for 0-2500 psi concrete to 541 kg CO2e/cubic yard for 6001-8000 psi concrete. Contractors must submit EPD Material Tracking Forms with delivery tickets concurrent with each Application for Payment, detailing quantities of covered construction materials including concrete, asphalt, steel, and glass. The specifications require compliance with ASTM standards, NYSDOT requirements, and ACI guidelines for concrete work, asphalt paving, earthwork, and utility installations. No incumbent contractors or previous awards for identical work are noted. Bidders should coordinate with testing agencies and submit design mixtures, qualification data, and material certifications in accordance with the established preinstallation conference procedures and quality assurance requirements outlined in the detailed specification sections.
