Wage Determination Summary

This is a Service Contract Act Wage Determination (WD #2015-5253, Revision 28) issued by the Department of Labor's Division of Wage Determinations, effective December 3, 2025. The determination applies to service contracts performed in eight Texas counties: Atascosa, Bandera, Bexar, Comal, Guadalupe, Kendall, Medina, and Wilson. The document establishes prevailing wage rates and fringe benefit requirements for 380+ occupation classifications across multiple industry categories including administrative support, automotive service, food preparation, furniture maintenance, general services, health occupations, information technology, instructional positions, laundry and dry cleaning, machine tool operations, materials handling, mechanics and maintenance, personal needs services, plant operations, protective services, recreation, stevedoring, technical occupations, and transportation/mobile equipment operation.

All listed occupations must receive a minimum of $5.55 per hour in health and welfare benefits (up to 40 hours per week/$962.00 monthly), with an alternative rate of $5.09 per hour for employees covered by Executive Order 13706. Employees are entitled to vacation benefits (2 weeks after 1 year of service, 3 weeks after 5 years, 4 weeks after 10 years), a minimum of eleven paid holidays annually, and fringe benefits following the Service Contract Act Directory of Occupations (September 2015). Special provisions address computer employees earning at least $684 per week, air traffic controllers and weather observers receiving night shift premiums, hazardous pay differentials (8% for high-hazard work, 4% for low-hazard work), uniform allowances at $3.35 per week, and conformance procedures for unlisted occupations using Form SF-1444. The determination includes comprehensive guidance on job classification, contractor responsibilities, and employee compensation requirements.
