Question 1. Wage Determination Revision Reference: Section D, Paragraph D.1, Page 26; Wage Determination Attachment, Page 1 Section D.1 identifies Wage Determination No. 2015-5253, Revision 29. However, the attached wage determination identifies Revision 28, dated December 3, 2025. Additionally, portions of the wage and fringe-benefit information do not appear fully visible in the attachment. Please confirm which revision governs this solicitation and provide a complete, legible copy of the applicable wage determination.
Answer 1. The Wage Determination applicable to this solicitation will be 2015- 5253, Revision 29. Please see attachment.
Question 2. Place of Performance: Reference: SF 1449, Block 15, Page 1;
Section B.2, Paragraph 9, Page 7; Section B.4, Page 9SF 1449, Block 15, and Section B.2, Paragraph 9 identify the Audie L. Murphy VA Medical Center at 7400 Merton Minter Boulevard, San Antonio, Texas, as the place of performance.

Question 3. Scope of Services for Room W211 Reference: Section B.2, Pages 4–7; Section B.3, Pages 8–9; Section E.1, Site Visit, Page 29. The Statement of
Work primarily describes the reverse-osmosis system located in Room V203.
However, each applicable line item in Section B.3 also requires service for the laboratory DI system in Room W211, and the site-visit instructions state that services will be rendered in both rooms. Please provide the equipment inventory and complete service requirements for Room W211, including applicable make and model information, quantities, maintenance tasks, service frequencies, DI-tank exchange requirements, testing standards, consumables, repairs, and required deliverables.
Answer 3. All required tasks are listed in the SOW and all available equipment information/pics are provided in attachment D.3.
Question 4. Identification of the Proprietary Controller Vendor Reference:
Section B.2, Paragraph 4, Pages 4–5; Section E.1, Offer Submittal Instruction 9, Page 28; Attachment D.3, Pages 1 and 8 Section B.2 states that the system access code is proprietary to Water Solutions Co. and requires the vendor to be an authorized service provider of that company unless an alteration is proposed.
Section E.1 requires a letter directly from the proprietary controller vendor.
Attachment D.3 identifies Culligan equipment and includes a photograph of equipment displaying a WRC label. Please identify the exact proprietary-controller company from which the authorization letter must be obtained and, if available, provide the controller’s make, model, and other identifying information.
Answer 4. The proprietary controller company is WRC. There is no other identifying information.
Question 5. Authorization Letter for a Technical Subcontractor Reference:
Section E.1, Offer Submittal Instruction 9, Page 28 If an offeror proposes to use a qualified technical subcontractor that is an authorized service provider for the proprietary controller, will a direct authorization letter identifying that subcontractor satisfy the requirement when submitted as part of the prime contractor’s quotation? Alternatively, must the authorization letter be issued directly to or specifically name the prime offeror?
Answer 5. Yes, a letter identifying the authorized service provider is required, to include if it is the subcontractor. An authorization letter does not need to directly specify the name of the prime offeror as long as the letter directly specifies the subcontractor.
Question 6. Evaluation of Subcontractor Qualifications and Past Performance Reference: Section E.1, Volume 1 and Volume 3 Instructions, Page 28; Section E.6, Factors 1 and 2, Pages 33–34. The solicitation refers to the offeror’s technical capability and past performance. Please confirm whether the Government will consider the licenses, qualifications, technical experience, and relevant past performance of a proposed first-tier technical subcontractor as part of the offeror’s proposed team. If so, please identify the supporting documentation the Government would prefer, such as a subcontractor commitment letter, teaming agreement, technician qualifications, resumes, or past-performance references.
Answer 6: For past performance, only attachment D.2 may be submitted. This attachment is not mandatory. Any other items in reference to qualifications must be included in the technical volume.
Question 7: What are the current service arrangements and expectations?
Answer 7: The current service provider is Water Resources (WRC). WRC typically comes out when the system alarms for tank changes, usually within an hour or two during the day, or the next day if the call comes late in the afternoon.
They complete all items within the solicitation SOW.
Question 8: What does the proposal include?
Answer 8. Tank exchanges; Parts and components; Plumbing inside the room;
Emergency response. Including maintenance coverage primarily for the equipment in this room and its operation, not a full system replacement. Tank exchange and alarm details. The feed/tank units are changed out about once a month.
Question 9: What is the scope of maintenance and excluded items?
Answer 9: A maintenance agreement would normally cover items for example, the filters, filter housings and the UV bulbs and sleeves. Also noted that Grundfos pumps are excluded and handled separately. Plumbing that connects the individual parts within the water system should be repaired and maintained by the contractor. Local facility maintenance addresses plumbing issues outside of the room V203 that routes to the labs. Plumbing inside this room should be included in the maintenance scope. Plumbing outside the room is handled by the VA internal maintenance staff. The VA maintenance team can shut off the system and respond quickly to PVC leaks or other emergencies in the broader building.
Question 10: Who adds salt to the system?
Answer 10: The vendor is responsible for this. It’s estimated salt only needs to be replenished about twice a year.
Question 11: Who performs the existing service quality and contracting process?
Answer 11: The incumbent, WRC.
Question 12: When were proposals expected?
Answer 12: Quotes are due not later than the date on page 1 of this amendment, block 11.
Question 13: What is the annual usage and how to estimate it?
Answer 13: Animal unit uses about 360 gallons of water per month X12 = 4,320 gallons/year and Labs use about 100 gallons per year.
Question 14: How is annual usage and how is it estimated?
Answer 14: See answer 13 above.
Question 15: How much does the sterilizer, bottle washer, and possibly cage washer account for much of the demand.
Answer 15: Estimated usage could be a couple hundred gallons per day when those systems are running.
