About this file

This is a Register of Wage Determinations issued by the U.S. Department of Labor Employment Standards Administration for the Service Contract Act (SCA) in Puerto Rico (Wage Determination No. 2015-5707, Revision 28, effective December 3, 2025). The wage determination covers multiple municipalities across Puerto Rico and establishes prevailing wage rates and fringe benefits for all service contract work performed in the specified area.

The document lists hourly wage rates across 99 occupation codes spanning administrative support, automotive service, food preparation, furniture maintenance, general services, health occupations, information and arts, information technology, instructional occupations, laundry and dry-cleaning, machine tool operation, materials handling and packing, mechanics and maintenance and repair, personal needs, plant and system operations, protective service, recreation, stevedoring and longshoremen, technical occupations, and transportation/mobile equipment operation. All listed occupations receive mandatory fringe benefits of $5.55 per hour (up to 40 hours per week) or $222.00 weekly, covering health and welfare. An alternative EO 13706 rate of $5.09 per hour ($203.60 weekly) applies only when compensating employees on SCA-covered contracts also covered by the paid sick leave executive order. Additional mandatory benefits include three weeks paid vacation after one year of service and four weeks after 15 years, plus a minimum of twelve paid holidays annually. Special provisions apply to computer employees (footnote 1), air traffic controllers and weather observers receiving night and Sunday pay differentials (footnote 2), and hazardous duty pay differentials of 4 to 8 percent for ordnance and explosives work. Uniform allowance provisions permit reimbursement of $3.35 per week for cleaning and maintenance when uniforms are required. A conformance process is established for unlisted occupations requiring SF-1444 submission to the Department of Labor for wage determination.
