II. EVALUATION
FAR 52.212-2 Evaluation – Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Non-price Factors:
Phase 1: Pass/Fail (Go/No Go) Factor
Factor 1 - Minimum Requirement for Technical Acceptability: The Quoter’s self-certified web portal solution capability will be evaluated.
Phase 2: Best Value Determination Factors
Factor 2 - Management Approach (Oral Presentation): The Quoter’s capability to manage the project and perform the requirements stated in the SOW will be evaluated.
Factor 3 - Web Portal Capability (Oral Presentation): The Quoter’s web portal functionality including real-time demonstration will be evaluated.
Factor 4 – Past Performance
Price:
Factor 5 - Price will be evaluated to determine if it is fair and reasonable.
At Phase 1, Minimum Requirement for Technical Acceptability (Factor 1) is the only evaluation factor. At Phase 2, non-price factors, when combined, are significantly more important than price.
Management Approach (Factor 2 – Oral Presentation) and Web Portal Capability (Factor 3 – Oral
Presentation) are equally important. The Government intends to use a trade-off process between the non-price factors and price, in order to determine the best value quote, as needed, after careful consideration is given to each evaluation factor for each quote.
(b) Options. The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a proposal is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
Note: IAW FAR 52.217-8, the option to extend services for an additional six months using FAR
Clause 52.217-8 will be incorporated within the award resulting from this RFP. A six-month extension will be considered to be within the total project scope for purposes of evaluation and award justification. For the evaluation purpose, the Government will use the pricing quoted on
Attachment 4 – Pricing Template, Sample Ordering Pricing to evaluate the potential six additional months. The Government will determine whether the price including the option available under
FAR 52.217-8 is fair and reasonable.
The CO reserves the right to exercise FAR clause 52.217-8, Option to Extend Services, if it is determined it is in the best interests of the Government. FAR 52.217-8 provides in part that the
Government may require continued performance of any services within the limits, prices, and rates specified in the award. FAR 52.217-8 may be exercised at any point during the life of IDIQ contract and applicable rates will be those of the ongoing period of performance immediately preceding the 6-month option being exercised.
Basis for Award
The DHS contemplates awarding an IDIQ contract to the Offeror whose proposal(s), conforming to this Solicitation, is determined to be most advantageous to the Government and represents the best value (as defined in FAR 2.101) in meeting the DHS’s needs, considering all non-price evaluation factors and price.
The Government reserves the right to cancel this solicitation if the needs of the requirement are not met. The Government will not pay any costs associated with the preparation and submission of a proposal.
The Government will utilize multi-step down-select procedures to evaluate proposals as described in this section.
1.0 Evaluation Method
The vendor selection process will follow two phases as described below:
1.1 Down-Select Process – Phase 1
After the Government completes evaluation of Phase 1 submissions (Attachment 3 Offeror
Certification of Minimum Requirements for Technical Acceptability), offerors will receive notification via email from the CO. Offerors who are qualified to proceed to Phase 2 will be invited to the Phase 2 quotation submission. Proposal submissions for Phase 2 will not be accepted from the offerors who have not submitted Phase 1 requirements by the due date and time provided for in this solicitation.
1.2 Best Value Selection with Trade-off Process – Phase 2
The Government will conduct the evaluation of proposals by utilizing non-price factors 2)
Management Approach and 3) Web Portal Capability, and 4) Price.
2) Management Approach and 3) Web Portal Capability have equal importance, and when combined, are significantly more important than 4) price.
2.0 Evaluation Factors
2.1 The following Non-price factors and price are used for the best value selection. A tradeoff process may be used, as appropriate.
2.2 Factor 2 - Management Approach (Oral Presentation)
With respect to its Management Approach, offerors will be evaluated for the following aspects during the oral presentation:
(1) The extent to which the Offeror describes how all core service requirements and optional services will be met with a specific focus on providing onsite support, mobile device management, and in-building cellular solutions including demonstrated experience with supporting federal or corporate clients.
(2) The extent to which the Offeror describes key elements and outlines of efforts, features, and contents that will be addressed in a Program Management Plan (PMP) and a
Transition Management Plan (TMP).
(3) The extent to which the Offeror describes an ability in relation to the Telecommunications
Management Services (TMS) processes to procure carrier services/devices, perform asset and inventory management services (full asset management lifecycle from procurement to recycling), and perform invoicing and auditing services including demonstrated experience with supporting federal or corporate clients.
(4) The extent to which the Offeror demonstrates a step-by step approach to reduce program costs and implement program efficiencies.
(5) The extent to which the Offeror demonstrates how service level compliance will be measured, assessed, reported, and performed.
(6) The extent to which the Offeror describes an approach to team arrangements, selection, roles and responsibilities, and their impact to the overall solution. Discuss capability to retrain, train, and provide an experienced onsite workforce.
(7) The extent to which the Offeror describes a methodology for identifying, tracking, reporting, and mitigating key risks, also addressing the currently identified potential key risks.
(8) The extent to which the Offeror describes an approach to handle issues, including how to control and/or escalate the issues, and decision-making process to handle them.
(9) The extent to which the Offeror demonstrates how carrier relationships with affect service delivery in the various domestic and international locations.
2.3 Factor 3 – Web Portal Capability (Oral Presentation)
With respect to the portal capability, the offeror will be evaluated for the following aspects during their oral presentation:
(1) The extent to which the offeror demonstrates the overall capabilities of the portal solution to meet the needs of the CWMS requirement for DHS as stated in the SOW, Section 2.1.1, Cellular
Wireless Management Portal
(2) The extent to which the offeror demonstrates the portal capability to support TEMS in accordance with the instructions contained in Attachment 3.
2.4 Factor 4 – Past Performance
The offeror’s Past Performance will be evaluated to determine that acceptable performance in providing services similar in size, scope, complexity and relevancy to those required under this
IDIQ contract to the Federal government or large private sector clients has occurred within the last five (5) years. The Government will examine how well the Offeror performed the services.
Offerors with no past performance will receive a “neutral” rating and will not be evaluated favorably or unfavorably.
Note: Although past performance references are requested, DHS may use publicly available reports, and/or data from the Contractor Performance Assessment Reporting System (CPARS).
The Government may also use present and/or past performance data obtained from a variety of sources, not just those contracts identified by the q\Offeror in evaluating past performance. The
Government reserves the right to contact those customers noted in the references provided by the
Offerors to validate the information provided.
2.5 Factor 5 - Price
The price proposal will be evaluated to determine if it is fair and reasonable. All quoted prices will be evaluated by reviewing the Offeror’s completed Attachment 4 Pricing Template. While the Government evaluates each element of itemized prices to determine whether the Offeror’s price is fair and reasonable, the price entered on the Sample Order Pricing sheet within the
Attachment will be used as a total evaluated price, when the best value decision will be made.
The Government may reject any price proposal that is found not compliant with the Solicitation’s instructions. A price quotation that is unreasonably high or extremely low with no explanatory reason, and/or materially unbalanced, may be deemed to reflect a failure to comprehend the complexity and risks of the work to be performed. In such event the Government reserves the right to reject the proposal from further consideration.
III. IDIQ TERMS AND CONDITIONS
Only the Contracting Officer (CO) for the IDIQ is authorized to change the terms and conditions at the IDIQ level by issuing a modification bilaterally signed by the CO and the Contractor, which is also referred to as the IDIQ Holder.
