Section 2 — Background and Purpose

2.1 County Overview

Culpeper County is a growing rural and suburban county located in the Piedmont region of the Commonwealth of Virginia, approximately seventy miles southwest of Washington, D.C. The County is governed by a seven-member Board of Supervisors and serves a population of approximately 55,000 residents. The County’s total annual budget is approximately $300 million, encompassing general government, public safety, social services, recreation, community development, airport operations, water and wastewater utilities, and solid waste services.

2.2 Purpose of This Solicitation

The Culpeper County Board of Supervisors is requesting proposals from qualified forensic accounting firms to conduct an immediate, one-time, comprehensive forensic audit of all County accounts, financial records, financial operations, and procurement practices for the past five (5) fiscal years (FY 2022 through FY 2026 year-to-date).

This forensic audit is being initiated due to Board concerns regarding potential instances or indicators of waste, fraud, and abuse; unusually high purchasing card utilization; failure to follow established procurement policies and practices; the absence of adequate internal controls; and misalignment between County financial operations and governmental best practices. The County invites experienced forensic accounting and auditing firms to submit proposals that demonstrate their expertise, forensic methodology, and approach to conducting a complete county-wide forensic audit. Offerors should be prepared to provide findings in a format suitable for potential litigation support and expert testimony, should such needs arise.

2.3 Procurement Authority

This solicitation is issued pursuant to the Virginia Public Procurement Act, Virginia Code §§ 2.2- 4300 et seq., through the competitive negotiation process established in Virginia Code § 2.2- 4302.2(A)(4) for professional services.
