About this file

The document is an overview presentation of the Oregon Department of Transportation's (ODOT) Local Agency Certification Program and Certification User Group (CUG). The Local Agency Certification Program enables local agencies to deliver federal-aid transportation projects with risk-based oversight from ODOT. The CUG is a partnership between ODOT, the Federal Highway Administration (FHWA), and local public agencies dedicated to streamlining the delivery of federal-aid projects in Oregon. ODOT is seeking a consultant to provide ongoing support to the Certification Program and its stakeholder engagement through the CUG, including developing and delivering annual meetings, trainings, and workshops, facilitating CUG committees, and supporting the development of certification program training content and materials.

The related state and local contract opportunity is for the Certification User Group: Training, Planning, and Facilitation, issued by ODOT. The contract will serve Marion County, the City of Salem, and potentially other certified local public agencies in Oregon. ODOT is looking for firms skilled in working with diverse stakeholders, facilitating groups, building consensus, delivering training, and supporting process improvements, regardless of prior experience with ODOT, FHWA, or federal-aid project delivery.
