About this file
This is Amendment A0001 to Solicitation CT2384-26 issued by the Department of Justice Federal Prison Industries (UNICOR) Clothing and Textiles division for RFID Labels and Hangtags. The amendment extends the solicitation bid due date to April 10, 2026 at 2:00 PM CST and clarifies that "odyssey" referenced in line item descriptions means brand name or equal. Follow-up questions must be submitted by April 7, 2026 at 2:00 PM CST.
The solicitation seeks blank RFID labels and custom hangtags to be printed and encoded by UNICOR using Zebra ZT411 printers (203 DPI capability) and Zebra RFID barcode scanners. The RFID inlay specifications require a passive GEN2 with frequency range between 860-960 MHz using Avery 96-bit EPCglobal Class 1 Gen 2 inlay. Labels must be 4 inches wide by 2 inches tall, and hangtags must be 4x2 with pre-punched hang holes (1/8" diameter centered 1/4" below the top). Current ribbon specifications are 4.33" x 1476'. The estimated 5-year total quantity across all line items is approximately 25 million labels and hangtags with a minimum order quantity of 1,000 units per order. Orders will be placed as-needed (generally every 1-3 months) with 45-day delivery timeframe, shipping to multiple Federal Prison Industries locations separately. No extended warranties, print head replacements, or additional support contracts are required for the equipment.

-Yes, if it’s compatible and prints legibly
• What is the specific model number (or specification) of the Zebra ZT411 you are looking for? A few examples
• 203 DPI Models:
ZT41142-T5100A0Z: Standard RFID, US Cord.
ZT41142-T0100A0Z: Standard RFID, US Cord.
ZT41142-T1100A0Z: RFID with Peeler, US Cord.

• -No specific just needs to be similar to the current ZT411 we use
• What is the specific model number (or specification) of the Zebra barcode scanner that you are looking for?-There is not a specific Model, just as long as the scanner can read the RFID labels printed on the above printer being quoted
• Are the RFID tags going to be blank and are you printing them and encoding them?
-We will purchase them blank and code them using software Virtual Item Manager
• If you are printing them, do you have a software solution currently that allows you to print to the Zebra ZT-411 RFID printers? If so, do we need to be concerned that this software supports the Zebra ZT-411 RFID printer?
-Yes we currently use software Virtual Item Manager
• How will this order be placed? Will this be a one-time release, quarterly release, as needed, or something in between?
• - Orders will be placed on a as needed requirement. We generally have orders every 1-3 months
• If this will be a scheduled release, what is the expected delivery schedule? Delivery within days?
Weeks?
-This will not be a scheduled release
• If this is a schedule release, can we work out a schedule where we can produce a blanket amount so we have inventory on hand and we can ship and bill out of this blanket as needed?
P a g e | 4
-This will not be a scheduled release. Once all current stock is phased out we will begin ordering the new labels and hang tags
• Will we be shipping to the Washington, DC location for all labels, or will we need to ship to each location separately?
-Shipping will be to locations separately that are listed in the soliciation
• Can we use standard size boxes and label roll sizes to keep costs down? Example would be 2000 labels per roll, 4 rolls per case for a total of 8000 labels per case. This would be more cost effective than a smaller label count per roll and smaller quantities per case.
-There is no requirement for rolls or labels per case
• To confirm the RFID label size, you are asking for a (4x2) 4 inch wide, by 2 inch depth RFID label?
This would be a normal cost-effective way of producing the RFID label and inlay, and it would cost less than doing it 2 x 4 label size. We can do both, but you will save more money by using a standard format 4 x 2.
-Yes that is correct, the label shall be 4 inches wide by 2 inches tall
• Depending on your answer above, what is the size of Zebra ribbon that you will need? If you use the 4 x 2 label size, then you should use a ribbon that is 4.17 x 1476 Wax/Resign, or full Resign ribbon. Will this size work? Current ribbon we use is 4.33” x 1476’
• Do you want any additional support contracts for the Zebra printers besides the standard 1-year depot warranty? 3-year option, 5-year option? Onsite service support? Standard Depot service? No additional warranty is required
• Will the printers and ribbons be delivered as needed, or a one-time purchase in the beginning?
-Orders will be placed as needed, There will not be a one time purchase in the beginning
• Will you need any assistance setting up the printers and installing the labels and ribbons? Or is this something your team already knows how to operate?
-We have our own IT team as long as the printers and scanners are similar to the one specified in our posting
• On the blank label - Is the leading edge 2 inches and the other side four or is it a traditional 4 x 2. We need to know that.
-That is correct the label is a traditional 4x2
• For the hangtag - Do you have any memory requirements for the hangtag?
-Previous specs called for hangtag/labels to use a passive GEN2 with a frequency range between 860 – 960 MHZ, with Avery 96 bit EPCglobal Class 1 Gen 2 Inlay
• Is the size a 4 x 2?
-Yes 4x2 is the correct size
• Would it be possible to clarify the range of expected 25 million quantities in Section B compared to the 1,000 unit MOQ from page 19?
-There is not set schedule in place, We will place orders as needed. The 25 million is estimated max total of hang tags and labels needed over 5 years. The MOQ is estimated the smallest order we will purchase will be 1,000 each
• In light of the wide range of potential quantities, what is the desired delivery date per item number and quantity given that the delivery date on Page 3 states “UNICOR’s desired delivery date is 45 days or sooner…” whereas the delivery dates in Section B states 4/3/2027?
-We do not have a date set in place yet, When the contract is awarded we will place orders as needed when current stock is phased out, The vendor will have 45 days or estimated lead time to
P a g e | 5 delivery the first orders
• Zebra Models – Items of Requisition #300 is a Zebra ZT411 and #310 is a Zebra RFID Barcode Scanner. For both items, there are several variations that offer numerous features. Would it be possible to receive additional information on which features/requirements there are for each item?
-We currently use Zebra ZT411 , we are asking to purchase the same printer when needed or similar. Specs can be found for that printer on the Zebra website.
• Please confirm that the solicitation is requesting blank RFID tags that are not being pre-printed or pre-endcoded (see page 3).
-That is correct the labels and Tags will come blank, Unicor will print and encode
