About this file
This is a Request for Proposals (RFP) issued by Waupaca County, Wisconsin, seeking a qualified contractor to provide a comprehensive coordinated shared-ride transit service. The RFP solicits proposals for an entirely outsourced transit solution that will offer curb-to-curb and door-to-door demand-responsive transportation services, initially covering intercity rides in Waupaca County and intracity rides within the New London portion of the county. The service will be available to the general public, with intracity rides in the City of Waupaca to be added in January 2026. The contract will span 15 months from October 1, 2025, through December 31, 2026, with three additional one-year renewal options. Proposals are due by August 25, 2025, at 4 PM CT, with an anticipated contract award on September 26, 2025.
The procurement is funded by federal grant monies totaling $1,637,500 from Section 5311, which will cover up to 50% of operating costs. The contract will be structured as a firm-fixed price per vehicle service hour, with potential annual pricing adjustments based on the Consumer Price Index for Urban Consumers (CPI-U). Waupaca County will lease vehicles to the contractor at $1 per vehicle per year, with the vendor required to maintain a minimum fleet of 8 vehicles from model year 2017 or newer. The selected vendor will be responsible for providing a software-as-a-service (SaaS) technology platform, managing vehicle operations, collecting revenues, and conducting community engagement. The evaluation will consider technical factors such as professional competence, capacity, and experience, alongside pricing, using a complex scoring system to determine the most advantageous proposal.
