About this file
This document is a Solicitation Question and Answer (Q&A) for the Waupaca County Shared Ride Transit Service Request for Proposal (RFP), solicitation number 25-006-41, dated 8/12/25. The Q&A covers key details about a transit service procurement, addressing potential vendor inquiries about vehicle deployment, ride volumes, technology platforms, driver requirements, and service expectations. The document indicates this is a new transit program with specific operational requirements, including the use of county-leased vehicles and a technology platform that must include passenger and driver apps with scheduling, reporting, vehicle tracking, and fare payment capabilities.
The solicitation requires all drivers to be W-2 employees, prohibits independent contractor driver networks, and does not mandate a specific call center location. The county anticipates potential additional services like prescription/package delivery with potential partners including the Wisconsin Veterans Home – King, ThedaCare, and local pharmacies. No bidders conference is planned, and vendors are directed to specific sections of the RFP for detailed requirements. The Q&A includes a time trips taken graph showing ride demand variations, and repeatedly references appendices O and P for detailed operational and technological specifications.
