About this opportunity

Waupaca County is seeking a qualified contractor to provide a comprehensive, outsourced coordinated shared-ride transit service through a Request for Proposals (RFP) released on July 21, 2025. The procurement aims to establish a technology-driven transit solution offering curb-to-curb and door-to-door transportation services within Waupaca County, initially focusing on intercity rides and intracity rides in the New London portion of the county. The selected vendor will be responsible for developing a software-as-a-service (SaaS) technology platform, providing vehicle operations, managing reservations, collecting fares, and conducting community engagement. Proposals are due by August 25, 2025, at 4 PM CT, with an anticipated contract award on September 26, 2025, and a service commencement date of October 1, 2025. The contract will cover a 15-month base period through December 31, 2026, with three additional one-year renewal options. Evaluation criteria will include technical factors such as professional competence, capacity, and experience, alongside pricing, with a complex scoring system to determine the most advantageous proposal.

The procurement includes provisions for Disadvantaged Business Enterprise (DBE) participation, as outlined in the federal clauses document that mandates compliance with 49 CFR Part 26.11. The county will lease vehicles to the contractor at $1 per vehicle per year, with the vendor required to maintain a minimum fleet of 8 vehicles from model year 2017 or newer. The project is funded through federal grant monies totaling $1,637,500 from Section 5311 funding, which covers up to 50% of operating costs. The contract will be structured as a firm-fixed price per vehicle service hour, with potential annual pricing adjustments based on the Consumer Price Index for Urban Consumers (CPI-U). Pricing will be all-inclusive, covering operating and administrative costs, with proposals requiring firm-fixed prices applicable to any number of hours purchased up to the contract's maximum. The anticipated annual operating cost for the Waupaca and New London zones is approximately $793,440, with proposed fare structures ranging from $2.50 for in-zone trips to $7 for county-wide trips, including reduced rates for seniors and individuals with disabilities.
