About this file
This specification sheet outlines the requirements for certified police motorcycles to be procured by the Colorado State Patrol (CSP). The document provides detailed mechanical, safety, and performance specifications for two motorcycle models: the BMW R1200 RT-P and the Harley-Davidson FLHTP Electra Glide, both 2015 model year vehicles. The motorcycles are intended for traffic law enforcement, commercial vehicle compliance inspection, and escort services for government and diplomatic officials, with operation anticipated in ambient temperatures ranging from 20 to 120 degrees Fahrenheit and at speeds exceeding 100 miles per hour. The specifications mandate that motorcycles comply with all applicable Federal Motor Vehicle Safety Standards (FMVSS), Colorado Revised Statutes Title 42, Society of Automotive Engineers standards, and Health and Safety Code regulations. Delivery is required to the Colorado State Patrol at 15203 W. 12th Ave., Golden, CO 80401.
The specification sheet requires comprehensive motorcycle configurations including heavy-duty frames, engines with minimum displacement and horsepower ratings, hydraulic braking systems with anti-lock capabilities, advanced suspension systems, emergency lighting visible from 360 degrees, integrated radio and radar mounting hardware, siren systems with multiple tones, and specialized police equipment integration such as camera systems and laser mounts. Both models must feature specific paint schemes (Black and Silver) matching current CSP colors, adjustable heated handgrips, cruise control, and dual battery systems. The motorcycles shall include a basic tool kit, emergency tire repair kit, outdoor cover, three keys, and a 24-month unlimited-mileage warranty effective upon service activation rather than purchase date. The specification permits manufacturers to note exceptions to listed requirements, with the State reserving the right to award contracts based on such deviations, and requires that all specifications comply with current federal and state regulations in effect at bid opening.

It must be capable of being ridden on all types of roads surfaces.
It is intended that the manufacturer in the selection of components will use materials and design practices that are the best available in the industry for the type of operating conditions to which the motorcycle will be subjected. Frame, engine, transmission, drive train, brake, suspension, wheel, tire and other component parts of the motorcycle shall be selected to give maximum performance, service life and safety and not merely meet the minimum requirements of this specification.
The term “heavy duty” as used in this specification refers to the motorcycle being able to withstand unusual strain, exposure, temperature, wear through use of exceeding the usual quantity, quality, or capacity supplied with standard production motorcycles.
Motorcycles offered in compliance with this specification must be manufacturer’s police models. Police accessories must be engineered and designed, or certified, by the manufacturer of the motorcycle to be compatible with all other components, give dependable service and not degrade its handling characteristics or appearance.
