Follow-On Questions and Answers from Solicitation HDTRA1-11-R-0001
Q80. Reference Question & Answer No. 55, Will the Government please clarify whether the same government issued laptop may be used to access both DTRA classified and unclassified computing systems, or whether each laptop must be designated solely for one use or the other, either classified remote network access (UNET) or classified remote network access (SNET)?
A80. Each laptop must be designated solely for the use of UNET and SNET.
Q81. Per RFP Section L.6.3.3, the “Government intends to provide no more than 40 laptops…” Are the up to forty (40) laptops referenced in therein and in SOO Paragraph 6 the maximum number of laptops the Government intends to furnish to Task Order 1 contractor personnel or the maximum number that will be issued in performance of the IDIQ, to include all task orders issued thereunder? If the latter, how many laptops does the Government intend to provide the Contractor for the performance of Task Order 1?
A81. The 40 laptops are the Government’s estimate based upon estimated personnel not requiring Government spaces and is considered a maximum to be used for proposal estimates.
Q82. Reference Question & Answer No. 59, It is the Contractor’s interpretation that the only contractor personnel to whom the deployment and weapons qualification provisions apply are the eleven (11) contractor personnel responsible for providing contingency operations support under Tasks A2.1 (2 FTEs), A2.2 (5 FTEs) and B1 (4 FTEs). Would the Government please confirm that this is the correct interpretation and that no contractor personnel besides those identified above may be authorized to accompany U.S. armed forces deployed outside the United States?
A82. This interpretation is correct, no contractor personnel besides those identified above may be authorized to accompany U.S. armed forces deployed outside the United States.
Q83. Reference Question & Answer No. 69, Would the Government please confirm that Offerors shall assume four one-month deployments annually for each of the 11 total FTEs supporting Tasks A2.1, A2.2, B.1.1 and B.1.2?
A83. Yes, the offerors shall assume four one-month deployments annually for each of the 11 total FTEs supporting Tasks A2.1, A2.2, B.1.1 and B.1.2.
Q84. Reference Question & Answer No. 70(a), Offeror assumes the contractor-site facility requirements detailed in SOO Section 4.0 (n)-(o) (i.e. capacity to support classified and unclassified meetings and conferences up to SECRET for approximately 75 personnel, VTC capabilities, parking spaces, etc.), pertain to the Contractor’s primary NCR facility only and not to every facility wherein contractor supplied work spaces will be provided. Would the Government please confirm that this is the correct interpretation and that any contractor facilities provided in addition to the primary facility located within 30 miles of DTRA HQs, for instance the offsite office to be supplied by Contractor in the vicinity of the Kirtland AFB, are exempt from SOO Section 4.0 (n)-(o)?
A84. This interpretation is correct.
Q85. Reference Question & Answer No. 75, Likewise, would the Government please confirm that the information technology accessibility requirements provided in Section 8.0 of the SOO apply to Contractor’s primary NCR facility only, and that NIPRNet/SIPRNet capability is not required in offsite facilities other than the Prime Contractor’s primary offsite facility located within 30 miles of DTRA HQs (i.e. the New Mexico office, secondary NCR facilities and/or other Contractor satellite locations)?
A85. This interpretation is correct.
Q86. The Answer to Question 18 states that sealed proposals from subcontractors are not required; the Answer to Question 57 states subcontractors should provide their cost breakout directly to the Government – can the Government please clarify whether subcontractors are required to submit anything to the Government (other than to DCAA) insofar as cost breakout is concerned?
A86. The response to Q57 does not "require" subs to submit directly to the Government nor in sealed envelopes. The response to Q57 merely states that "direct" submittal from Subs to the Government is acceptable, but not required. This response addresses solely a vendor submitted scenario where the sub will not provide the prime with direct/indirect rate detail for proprietary reasons. Hence, in that instance, it is acceptable for the sub to submit directly to the Government. However, please note, it is up to the prime to ensure all relevant data and analysis to support the primes entire proposal (including subs) is submitted with the Prime proposal. Also note, subs are not required to submit their proposals to DCAA, only the Prime.
Q87. If the answer to the above question (#88) is yes, if subcontractors are to receive subcontract types other than CPFF are such cost breakout submissions required to be forwarded to DCAA or DTRA?
A87. The contract type is not material to the requirement to submit the requisite supporting data to validate the proposed cost/price. The level of detail submitted by any vendor, whether prime or sub, must be in sufficient detail to support cost/price realism and reasonableness. The RFP is clear as to the level of detail required from the Prime.
Q88. DTRA requires a separately priced 45-day CLIN for transition. Recommend the Government specify and standardize for all offerors that the period of performance for transition does or does not overlap the period of performance for Task Order 1. The Government would benefit with clear pricing regarding personnel who may be accomplishing both transition and support to TO1.
A88. The period of performance dates for Task Order 1 have been updated to CLINs 0001 – 0004 April 27, 2011 – March 13, 2012 and CLIN 0006 (Transition) to March 14, 2011 – April 26, 2011. Table L.6.6.1 will be revised to reflect this change in the pending amendment to the RFP.
