The program encompasses management, maintenance, expansion, and modernization of advertising-supported street furniture including bus shelters, public toilets, information panels, digital displays, benches, and related public realm amenities. Required baseline program elements include 200 existing shelters refurbished with static ads, 100 existing bus shelters converted to digital ads, 100 new standard non-ad shelters, 100 new standard shelters with static ads, 200 new standard shelters with digital ads, 100 new micro-shelters without ads, 200 new micro-shelters with static ads, 20 new high-capacity shelters with static ads, 20 new high-capacity shelters with digital ads, 100 existing CIP or pillars converted to digital, 100 replacement non-ad benches, and 480 new trash and recycling receptacles. The contract term is ten years. Bidders must also provide pricing for optional additional program elements including ePaper screens (500 units), shade structures (40 units), bike parking shelters (20 units), replacement automated public toilets (6 units), and replacement green roofs (30 units), along with discretionary maintenance for clocks (9 units), plazas (3 units), and flagpoles (10 units).

Price proposals must be submitted in both Excel spreadsheet and PDF formats using only the City-provided forms, with all pricing submitted separately from technical proposals. The evaluation will focus comparatively on Scenario 1, which considers only the required baseline inventory and maintenance costs. Bidders must provide unit costs for capital items and annual maintenance and administrative costs, with total operating costs calculated over the ten-year contract period. The City will establish a comparative baseline and may discretionarily include additional program elements at its option. Bidders are permitted to propose Minimum Annual Guarantees (MAGs) and must specify their revenue share percentage offering to the City, with placeholder percentages shown at 50 percent. Revenue projections must be provided for all advertising units across the ten-year term, with gross revenue figures automatically populating into capital recovery and city share formulas. Bidders may recover capital costs only from gross advertising revenues and may not include carrying costs in the recovery calculation. Files must be renamed with the firm's name and "Boston CSFP Price Proposal" and submitted through the Supplier Portal, with the total price for contract term entered in the price line.

FIRM NAME:
EVENT # EV00017655
CITY OF BOSTON COORDINATED STREET FURNITURE PROGRAM
PRICE PROPOSAL FORMS
PROPOSAL DUE DATE: OCTOBER 28, 2026, 12:00 PM BOSTON TIME
OVERVIEW
The purpose of these forms is to provide the City of Boston with a standardized view of your financial proposal, allowing for an objective comparison of all proposals.

The City has determined a required baseline of refurbished and new program elements, their quantities, and maintenance to build a Total Price for the Contract Term that will be evaluated comparatively among bidders; these are boxes 2 and 3 on the Capital & Operating Costs sheet.

The City is requiring bidders to provide pricing for additional program elements, their maintenance, and the maintenance of other City assets. These are items that the City will not evaluate comparatively among bidders but will consider for inclusion in the resulting contract at its discretion; these are boxes 4 and 5 on the Capital & Operating Costs sheet. Bidders may also propose any additional program element or service for the City's consideration in these boxes.

The Revenue Projections and Capital Investment sheets are broken into two sections. Box 1 relates to the City's required baseline and Box 2 relates to any additional program element that the City is considering or that is proposed by you, the bidder.

The Revenue Share provides four (4) scenarios. Scenario 1 considers only the City's required baseline and will be part of its comparative evaluation of Price Proposals. The other scenarios consider the required baseline with variations of including discretionary program elements and maintenance.
