About this file
This Addendum No. 1 relates to the City of Boston Street Furniture Program and addresses revised dates for the contract opportunity. The addendum modifies key timeline milestones for this advertising-supported infrastructure management program, which encompasses bus shelters, public toilets, information panels, digital displays, benches, and trash receptacles. The program requires the contractor to refurbish existing shelters, convert approximately 100 shelters to digital advertising, expand bus shelter coverage by adding 500 new shelters over the contract term, and manage comprehensive maintenance, permitting, ADA and PROWAG compliance, utility coordination, and reporting responsibilities. The baseline program elements specify targets of 200 refurbished shelters, 100 new standard shelters, 200 new digital-display shelters, and 100 micro-shelters. The contract term is ten years with a seamless transition required following the current contract's expiration on May 1, 2027. The addendum establishes revised proposal submission deadlines and modifies previously announced dates for pre-proposal activities, including the Q&A conference call and bidders' meetings.
The contractor bears all capital and operating costs, with repayment through CSFP advertising revenue under a revenue-sharing arrangement. Massachusetts prevailing wage requirements apply, with wage schedules effective as of August 28, 2026. Bidders must submit separate technical and price proposals, with sealed pricing evaluated only after technical review completion. Liquidated damages of $200 to $500 per incident apply for maintenance non-compliance. The City encourages participation from small, local, minority-owned, women-owned, and veteran-owned businesses. Optional program elements include ePaper screens, shade structures, bike parking shelters, replacement public toilets, and green roofs. The City retains ownership of all inventory at contract end, and the contractor must comply with comprehensive advertising content policies prohibiting political, religious, tobacco, cannabis, and other specified content, with 24-hour removal required for non-compliant material.
