About this file

This Request for Proposals (RFP) document is issued by the Corvallis School District (CSD) in partnership with Wenaha Group to solicit moving services for a district-wide school consolidation project scheduled for Summer 2026. The project encompasses the complete relocation of staff, materials, and equipment from two closing schools—Letitia Carson Elementary School (27 classrooms) and Cheldelin Middle School (38 classrooms)—along with the redistribution of approximately 200 district-wide staff members across remaining facilities. The scope includes moving furniture, contents, private offices, libraries, and specialty classrooms (music, art, PE, band/orchestra, and sciences). CSD will handle packing and labeling prior to moves, with the awarded moving company responsible for building protection and handling specialty equipment. Work must commence June 22, 2026, and be completed by August 12, 2026. The mandatory pre-proposal walkthrough is scheduled for March 24, 2026, at 8:00 AM; questions must be submitted by March 25, 2026, at 2:00 PM; and proposals are due by email on March 31, 2026, at 2:00 PM. Notice of Intent to Award will be issued on April 6, 2026, at 2:00 PM. The RFP anticipates awarding one or more contracts based on best value evaluation.

Proposals will be evaluated on relevant experience and references (20 points), proposed team and equipment (20 points), capacity to handle simultaneous moves (10 points), MWESB/diversity certification status (10 points), sustainability practices (5 points), and fee/cost (35 points). Respondents must be ODOT Certified/Licensed, provide movers who pass District-specified background checks, and ensure on-site leads complete fingerprinting for badging and key requirements at the firm's expense. Cost proposals should include hourly rates for team members and equipment, unit costs and estimated quantities for packing supplies (boxes, packing paper, tape, bubble wrap), and separate rates for standard and overtime labor submitted as time and materials not-to-exceed amounts. Expenses cannot be billed separately and must be included in hourly rates; this project is not subject to prevailing wage requirements. Awarded firms must provide proof of insurance meeting District specifications. Proposals must not exceed 10 pages (excluding resumes submitted as appendices) and should be submitted electronically without zip files, embedded documents, or active links.
