About this file
This is a Request for Proposal (RFP25-0289) issued by the City of Orlando, Florida, Procurement and Contracts Division, seeking professional crossing guard services for designated school zones and community areas throughout the city. The City requires trained crossing guards to facilitate safe pedestrian crossings at specified intersections, with guards responsible for halting vehicles, directing traffic, maintaining order among children, and reporting traffic violations to the Police Department. The solicitation anticipates approximately 65,160 total annual hours of crossing guard services. A non-mandatory pre-proposal conference is scheduled for August 7, 2025, at 11:00 am via Microsoft Teams, with a question submission deadline of September 15, 2025, at 5:00 pm. Sealed proposals must be submitted electronically by September 25, 2025, at 2:00 pm, with public opening and announcement of proposer names occurring at that time. The initial contract term is three years, with optional extensions of up to three additional twelve-month periods, for a cumulative maximum of 72 months. The City reserves the right to monitor performance and request guard replacements if standards are not met.
Crossing guards must be at least 18 years old, U.S. citizens or permanent registered aliens, and pass comprehensive background checks including criminal history and driving record reviews, along with basic physical examinations covering agility, blood pressure, vision, and hearing. All guards must complete the Florida School Crossing Guard Training Program certification and maintain current CPR and First Aid certifications. Pricing is submitted on a per-hour basis with billing for actual hours worked on a bi-weekly cycle. The evaluation criteria allocate 35 points for Operating Plan, 15 points for Training Guide and Procedures, 38 points for Experience of Proposer and Management Team, 2 points for Veteran Business Enterprise participation, and 10 points for Price Proposal, with a maximum possible score of 100 points. The living wage requirement of $15.00 per hour applies to this contract, which exceeds the $100,000 annual expenditure threshold. Contractors must provide proof of insurance, comply with E-Verify employment authorization verification, and execute required bonds and certifications. Funding is subject to City Council appropriation for each fiscal year, with the contract subject to cancellation if funds become unavailable in subsequent periods.
