About this file

This document is a Cross Reference Matrix for a Draft Request for Proposal (RFP) FA8532-25-R-0004 related to F-16 Boresight equipment. The matrix details technical requirements, evaluation criteria, and proposal submission guidelines for a boresight system that will align and calibrate various F-16 aircraft systems, including the Heads-Up Display (HUD), Angle of Attack (AOA) indicators, gun systems, hard points, Inertial Navigation Unit (INU), Fire Control Radar (FCR), and Radar Support Unit (RSU).

The draft RFP is issued by the Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base, seeking industry feedback by close of business on 12 September 2025. The matrix provides a comprehensive framework for offerors to demonstrate compliance with technical, reliability, durability, maintainability, safety, logistical support, documentation, and training requirements. While this is a draft document for early industry engagement, it is not a formal solicitation and will not result in a contract award. Potential offerors are encouraged to review the entire draft RFP and provide constructive feedback to help refine the final requirements.

The cross reference matrix will be utilized as a tool to show critical interrelationships and dependencies among the technical requirements document (Statement of Objectives (SOO), Performance-Based Work Statement (PWS), Purchase Description (PD), etc.), the Contract Line Item Number (CLIN), the Contract Data Requirements List (CDRL), Section L (Instructions to Offerors), and Section M (Evaluation Basis for Award). The cross reference matrix will help an offeror ensure it has responded to all the evaluation criteria and proposal submittal requirements identified in the solicitation. If the matrix conflicts with any other requirement, direction, or provision of this solicitation, the other reference shall take precedence over the matrix. Additionally, to the extent the matrix discloses details as to the manner by which the Government intends to evaluate the offeror’s proposals for award, Section M references in the matrix are for informational purposes only, and the Government shall be obligated to evaluate proposals solely in conformance with Section M of the solicitation.
