About this file
This document is a Draft Bailment Agreement for an F-16 Boresight System evaluation, associated with a pre-solicitation by the Air Force Life Cycle Management Center (AFLCMC). The agreement outlines the terms for an offeror to provide one F-16 Boresight System to the government for comprehensive technical assessment, focusing on two primary evaluation factors: the system's operational effectiveness and suitability in an F-16 aircraft environment.
The evaluation will assess multiple technical capabilities, including the system's ability to align various F-16 components such as Heads Up Display, Angle of Attack Mounts, Gun, Hardpoint Mounts, Inertial Navigation Unit, Fire Control Radar, and Rate Sensing Unit. Key assessment criteria include boresight system accuracy, reliability, maintainability, transportability, safety, logistics supportability, documentation, and training requirements. The system will be delivered to the Air National Guard Air Force Reserve Test Command in Tucson, AZ, with an anticipated evaluation period not exceeding one week. This draft RFP is intended for early industry engagement, with feedback requested by close of business on 12 September 2025.

NOW, THEREFORE, in consideration of the foregoing premises and the mutual covenants contained herein, the parties agree as follows:
1. Bailment. Bailor hereby agrees to bail to Bailee, and Bailee hereby agrees to accept on bailment, one (1) F-16 Boresight System, for the sole purpose of evaluation and assessment as described in RFP [RFP Number]. The Equipment shall include all components necessary to perform a complete boresight of an F-16 aircraft. The F-16 Boresight System shall be the same model and shall represent the base unit that the offeror intends to provide on the contract effort should it receive the contract award, with the possible exception of additional fixtures. This system will be used for evaluations of the factors and subfactors described below: Comment by GUEST, KIMBERLY L CIV USAF AFMC AFSC/PZCA: You did not have any subfactors above.
Factor I: Technical
Subfactor One: Is the boresight equipment effective in an operational environment? Comment by GUEST, KIMBERLY L CIV USAF AFMC AFSC/PZCA: These subfactors are not detailed above in Section L in terms of what the offeror should submit in relation to each subfactor.
Evaluate the ability of the boresight equipment system to align F-16 required systems:
· Time required to Establish ABRL
· Ability to Boresight Confidence Check Heads Up Display (HUD) Mount
· Ability to Boresight Confidence Check Left Angle of Attack (AOA) Mount
