SECTION 1

SYSTEM DESCRIPTION

Motorola Solutions’ Critical Connect solution enables cloud-based interoperability between different networks, agencies, and applications to eliminate barriers and unify communications. This real-time exchange of voice, data, video, messaging, location, and enhanced intelligence between inter-jurisdictional agencies leads to more detailed intelligence and more informed response, regardless of device or network.

The value of Critical Connect grows as more agencies connect, encouraging interagency cooperation through data sharing and system interoperability. For member agencies, the enhanced collaboration and increased efficiency available through Critical Connect reduce the distraction of managing a complex communication center and enable users to focus their attention and resources on critical operations.

The Critical Connect solution is centered on the following elements:

• Ease of Use – A single, secure ISSI connection provides standards-based interoperability, reducing both the cost and complexity of interoperable PTT communications. The cloud-based interface connects multiple agencies and locations to provide a unified operating picture.

• Flexible & Scalable – Allows users to quickly set up and scale connections from a directory of agencies and broadband PTT carriers. Interoperable connections are easy to maintain and can grow in terms of capacity, unique connections, features, and future services, allowing the solution to quickly evolve over time.

• Versatility – Supports multiple types of communications, such as ASTRO 25 to ASTRO 25 communications and ASTRO 25 to carrier-integrated broadband push-to-X (talk, messaging, and mapping).

Motorola Solutions Confidential Restricted System Description 1-3

• Userless Device Mode**: Assign username and passwords to devices. This allows for one device to be used by multiple members and still appropriately present their assigned talkgroups/contacts/functionality, as well as, PTT ID.

Key Features The following are brief descriptions of the key features of the Wave Dispatch:

Contacts and Talkgroups Contacts are also referred as fleet members. Dispatch shows the contacts and talkgroups that Central Admin Tool (CAT) administrator assigns. The dispatcher can assign most frequently used contacts and talkgroups to Favorites and can create My talkgroup from Contacts and Talkgroups tab.

PTT Calling Enables dispatcher to start or end a Push-to-Talk (PTT) call, record a conversation, and see the talker identity. Dispatch shows call activities during the call. The dispatcher can export and take backup of the details of call recordings in local PC.

Instant Personal Alert Allows dispatcher to send and receive an alert to and from a fleet member as a request to call back.

If the dispatcher is in the Available state, dispatcher can send and receive an IPA. Dispatcher can send an IPA only to a fleet member whose presence status is “Available” or “Busy (DND)”.

Locate Allows the dispatcher to locate the fleet members on the map. The dispatcher can locate multiple contacts or an individual talkgroup at a time.

Instant Secured Messaging Allows the dispatcher to text, share multimedia content (audio, file, image, and video) of supported formats and specified sizes, and share location as an attachment to contacts and talkgroups.

Broadcast Calling Allows a dispatcher that has been designated as a broadcaster to make high-priority one-way calls to make high-priority one-way calls typically used for making important announcements.

Monitored Talkgroups Allows dispatcher to monitor up to 20 active talkgroups, join an existing active talkgroup call or initiate a new talkgroup call, can locate and send message to all talkgroup members and view the information of all the dispatchers in the talkgroup. If Simultaneous Session is enabled for the dispatcher, then they can listen to all the ongoing calls in the talkgroups at a same time placed on the Monitoring window.

Talkgroup Scanning Establishes a predefined list of talkgroups that are automatically monitored for traffic. Whenever a call is active on a talkgroup within the scan list, the dispatcher automatically joins and can take the floor, if desired. When the current call ends, the dispatcher joins the next active call in progress from the scan list. Talkgroup Scanning is available only for the dispatchers without Simultaneous Session.

Map Provides visual location information of the fleet members in the field and provides an option to allow the dispatcher to make PTT calls or send a message or send alerts to those fleet members, directly from the map.

Geofence Allows the dispatcher to assign the virtual boundary to talkgroup on the map. When the dispatcher applies a fence a talkgroup, the notification is sent to dispatcher and fleet members whenever that fleet member crosses the fence.

Location History Allows the dispatcher to track the path which fleet member has traversed on the map in a specified duration. The dispatcher can select the fleet member and the duration for which you wan to track path.

Presence Availability for fleet members displays on the Dispatch as presence. Also, the presence of the

Page 1-4 dispatcher appears to fleet members who have the dispatcher as a contact. Presence status includes “Available,” “Do Not Disturb,” and “Offline.”

Avatar Allows the dispatcher to change the profile picture of the Contact from the list of avatars available in the Dispatch. By default, all contacts have an avatar assigned.

Voice Message Fall Back Allows automatically record and deliver a voice message, when the dispatcher attempts to make a PTT call and the call initiation fails because of all members in DND state or offline or busy or temporarily unreachable.

Alerts Allows the dispatcher to view Instant Personal Alerts (also known as IPA or call-me alerts), Missed call alerts, and Geofence alerts sent to the dispatcher by the fleet members and act accordingly.

Logs Provides information about recent dispatcher activity on the Dispatch including alerts, PTT calls, audit logs, geofence logs, location reports, and audio recordings of recorded calls.

Map Settings Allows the dispatcher to assign colors for the Contacts, Talkgroups, and Common members between talkgroups for easy recognition of the located member on the map.

Location Settings Allows the dispatcher to select the durations of the contacts or talkgroups location, on demand, geofence, and location history. It also allows the dispatcher to set the distance of fence for tracking the member.

Location Expiry Allows the dispatcher to select the location expiry period of a member.

Periodic On-demand Location Update Provides the location information of fleet members listed under contacts on the dispatcher demand and at distance traveled by the fleet member.

One-time On-demand Location Enables the dispatcher to select one or more fleet members and access their current location information.

Geofence Settings Allows the dispatcher to set the frequency at which the update notifications show when the members are tagged with the geofence. It also allows the dispatcher to set the distance and period to which fence is applicable for the members.

Map Center Displays the dispatcher the address, latitude, and longitude of the center on the map as set by the dispatcher under the Map tab. Also allows the dispatcher to set the radius of the area talkgroup.

Area talkgroup Allows dispatcher to create a talkgroup with fleet members based on the geographic area. The dispatcher can call, send IPA, send message (text, image, video, document, and location), do ambient listening and discreet listening to the area talkgroups.

User Check Allows the dispatcher to view information such as the location of the member, presence, battery status, and Wi-Fi and LTE strength of the fleet member device.

Ambient Listening From User Check, the dispatcher can select ambient listening, which then activates the microphone of the member's device remotely. Once activated, the dispatcher can hear any sound picked up by the microphone without knowing the member and take necessary actions like remote emergency, and enable or disable the device.

Discreet Listening Allows the authorized dispatcher to listen to any call to and from the selected member without their knowledge.

Disable or Enable User Allows the authorized dispatcher to remotely disable the broadband PTT application on the to the restrictions on the cover page.

Motorola Solutions Confidential Restricted Equipment List 2-5 member's device. The member cannot access the broadband PTT application on the device until service is enabled.

Emergency Call Allows the authorized dispatcher to make an emergency call in any life-threatening situation. The emergency calls in nature are always the top priority and preempt any ongoing call except another ongoing emergency call. The central administrator needs to enable the authorization for the dispatcher to initiate the emergency for the fleet member.

Video Streaming Allows dispatcher to initiate video streaming on the device of the fleet member. Dispatcher can request (confirmed pull) or demand (unconfirmed pull) fleet member for video streaming. If fleet member initiates the video stream, a toast message displays. Dispatcher can accept or reject the streaming request.

Operational Status Message Status alerts allow you to receive status message from the fleet member and to know their quick status such as on-duty, on-route, busy, at-incident, off-duty.

Simultaneous Session Allows the dispatcher to monitor up to 20 talkgroups simultaneously with a separate audio stream for each monitored talkgroup with independent transmit and receive permissions. Also, up to five more dynamic sessions are available to allow for incoming and outgoing one-to-one, broadcast, quick group, ambient listening, discreet listening, and any outgoing talkgroup calls that are not part of the Monitoring window. The simultaneous session allows dispatcher to mute, unmute, and control the volume for each monitored talkgroup independently.

Affiliation Allows dispatcher to affiliate to all communication events for a given talkgroup by adding the talkgroup to the Monitoring window. If Affiliation is disabled, then you can Affiliate to a set of communication events by adding talkgroups to Monitoring window and assigning priority (Priority 1 to 3 or No Priority).

Affiliation Monitoring The Affiliation Monitoring allows you to view the affiliated member list dynamically on a monitored talkgroup or affiliated talkgroup for a contact.

Remote Group Affiliation Remote Group Affiliation (REGA) allows dispatcher to change the selected talkgroup of any of the Dispatch contact and join the conversations of that talkgroup.

Patching Patching allows interoperability across any talkgroups of Broadband, ASTRO, Dimetra, MOTOTRBO, and ROIP. The patchable and shareable talkgroups are the talkgroups, which is identified by the administrator for a given corporate.

Backup and Export Allows dispatcher to take the backup of call recordings and secured messaged including the attachments along with its details.
