About this file
This is a Centralized Request for Quote (CRFQ) solicitation document issued by the West Virginia Department of Administration, Purchasing Division, on behalf of the West Virginia Department of Education, Office of Legal Services, for the establishment of an open-end master contract to supply "School Laws of West Virginia" color books. The solicitation requests annual editions of the books for 2027 through 2030, with tiered pricing based on order quantities ranging from 1-100 units, 101-350 units, 351-500 units, and 501 or more units per order. Each book must include all statutes pertaining to education and public office/employment as codified in the West Virginia Code, legislative updates through the current year, legislative history, case annotations with a cutoff date of June 30 of the award year, State Board policy annotations current as of July 1 of the award year, and a foreword written by the State Superintendent of Schools. Vendors may also provide pricing for e-book and e-book/hard copy combo editions. The question submission deadline is October 20, 2026, at 11:00 AM EST, and bids are due by October 29, 2026, at 1:30 PM EST. The initial contract term is one year with renewal options for up to three successive one-year periods. Vendors must deliver all ordered items by September 15, 2027, provide tracking information for shipments at no additional cost, prepare up to two rounds of revisions and proofs at no additional charge, and include approximately 150 copies of mailing costs to various West Virginia locations in their pricing.
All pricing must be firm for the life of the contract and inclusive of all shipping, tracking, delivery, and handling fees, with vendors prohibited from charging separate fees for these services. The contract will be awarded to the vendor providing the lowest overall total cost meeting all required specifications. Vendors must carry sufficient inventory to fulfill contract obligations and provide quarterly reports detailing purchase quantities and dollar values. Standard order delivery is required within 30 working days, with emergency orders due within 15 working days, on an F.O.B. destination basis. Vendors must maintain Commercial General Liability Insurance of at least $1,000,000 per occurrence. This is an open-end contract with no guaranteed minimum purchase quantities, and the estimated annual usage quantities listed on the pricing pages are approximations only. The contract is not split, meaning all items will be awarded to a single successful bidder.
