About this file
This is a Statement of Objectives (SOO) for Volk Field Air National Guard's procurement of two crew cab 4×4 utility terrain vehicles (UTVs).
The requirement specifies two mission-ready UTVs configured as 4×4 utility-class vehicles with 6-person crew cab capacity, fully enclosed with hard-panel doors, HVAC climate control, tilt-up windshield with wipers, and engines producing minimum 82 horsepower in dark/neutral colors. Required equipment includes power tilt cargo beds, LED cargo lighting, tailgate extensions, cargo bed protectors, cargo tie rails, front racks, LED headlights, LED light bars with support bars, dome lights, strobe lights, roof power cables, quick-connect battery cables with status indicators, battery chargers/maintainers, side mirrors, full-width front bumpers, front and rear hitch drawbars, and reverse warning alarms. All accessories must be factory-installed or OEM-approved and compatible with vehicle electrical systems, mounted per manufacturer specifications. The HVAC system must provide effective heating and cooling for all-season operation, the cab enclosure must provide weatherproof protection against rain, dust, and debris, and the power tilt bed must safely support cargo lifting and dumping.
One of the two UTVs must be equipped with a front-mounted snowplow system including a mounting frame for secure chassis attachment, hydraulic lift mechanism operable from inside the cab, power controller for blade lift and positioning, and components designed for cold weather operation resistant to corrosion and moisture. The snowplow blade shall be full-size (approximately 72 inches wide), constructed of polymer or durable composite materials, include a curved design for efficient snow displacement, have replaceable wear components such as cutting edges or skid shoes, and be capable of operating in heavy snow conditions through repeated plowing cycles. All snowplow components must be fully compatible with each other and installed per manufacturer specifications to ensure structural integrity and safe operation without requiring the operator to exit the vehicle. Failure to meet these minimum specifications may result in a determination of non-acceptability. Questions should be directed to the Volk Field Contracting Office at WI.CRTC.VF.Contracting@us.af.mil.
