About this file
This is a Sole Source Justification Form submitted by the Illinois State Police, Division of Patrol, for the procurement of law-enforcement-grade patrol bicycles and mechanics training from Volcanic Manufacturing, Inc. The Illinois State Police seeks to establish a statewide Bicycle Unit Response Team (BURT) to enhance mobility, crowd-management capability, community engagement, enforcement support, and rapid deployment in congested or vehicle-restricted environments. The need was identified on April 6, 2026, with a required delivery date of June 30, 2026. The procurement was posted to the Illinois Procurement Bulletin on April 28, 2026, as a new sole source contract with no competitive bidding process. The contract is structured as a one-time purchase with no term renewal options.
The estimated contract value is $212,000 in state appropriated funds. Volcanic Manufacturing, Inc. is identified as the sole source provider based on its exclusive design and production of purpose-built patrol bicycles engineered specifically for law enforcement operations, including proprietary duty-rated frame construction, integrated law-enforcement mounting systems for emergency lighting and equipment, hydraulic braking systems, and law-enforcement-specific mechanics training. The agency evaluated alternative vendors including Trek, Cannondale, and Specialized but determined they offer only adapted commercial bicycles lacking patrol-specific durability, geometry, integrated equipment systems, and LE-specific mechanic training. The Chicago Police Department's prior experience using Trek bicycles, which proved unable to withstand police operational demands, supported the sole source determination. Volcanic's pricing was confirmed as consistent with or below comparable law-enforcement-grade bicycles while providing superior durability, agency customization options, and a lifetime frame warranty. The State Purchasing Officer, Brianna Lopez, approved the sole source justification on April 21, 2026, and the Chief Procurement Officer, Ellen H. Daley, authorized the agency to proceed on May 13, 2026.

3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
Volcanic bicycles are purpose-built exclusively for law enforcement. Volcanic designs its frames, geometry, components, and mounting systems specifically for police operations based on direct input from bicycle officers. Competing manufacturers do not offer comparable patrol-specific frame construction, patrol-specific geometry, integrated law-enforcement mounting points, or customization built around operational duty requirements.
Volcanic also provides law-enforcement-specific mechanics training, essential for ISP to build internal maintenance capability aligned with patrol-grade bicycles. Other bicycle companies do not offer a comparable LE-focused curriculum.
Volcanic is the only manufacturer that designs and produces patrol bicycles engineered specifically and exclusively for law-enforcement operations.
Volcanic’s engineering process is grounded in direct collaboration with working bicycle officers, resulting in a frame geometry, component selection, and equipment integration optimized for crowd-management tactics, rapid response, maneuverability, and officer safety above all else. No other vendor provides a bicycle platform built entirely around the needs of uniformed police operations, including mounting points for emergency equipment, duty-rated frame strength, enhanced axle reinforcement, and optimized rider positioning for tactical dismounts.
Furthermore, Volcanic is the only vendor offering a comprehensive, law-enforcement-specific mechanic training program, which is essential to the long-term sustainment and readiness of a statewide bicycle response capability. Competing vendors do not provide LE-specific mechanic training, nor do they offer bicycles designed from inception to support police equipment, police-specific operational loads, and long-duration deployments.
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
1) Purpose-Built Patrol Frame
- Reinforced aluminum construction rated.
- Geometry designed explicitly for tactical dismounts, crowd-line formations, and rapid acceleration in dense environments.
2) Duty-Rated Durability & Component Strength
- Reinforced hubs, spokes, and axles designed to withstand repeated curb strikes, stair riding, and load stresses associated with full MFF gear.
3) Integrated Law-Enforcement Equipment Mounting System
- Proprietary mounting points for patrol lights, sirens, bags, trauma kits, and radio equipment.

5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No
5a. If yes, name the alternative vendors whose supplies or services were evaluated:
Trek, Cannondale, Specialized
5b. If yes, what were the alternatives for each vendor and why were they unacceptable? Be specific with regard to features, characteristics, requirements, capabilities and compatibility:
Other bicycle brands were reviewed (Trek, Specialized, Cannondale); however, these companies adapt commercially marketed bicycles rather than producing patrol-specific platforms. None offer the patrol-specific durability, geometry, or integrated equipment systems required for BURT operations. No alternative vendors provide LE-specific mechanic training matching Volcanic’s curriculum.
5c. Explain how the market evaluation was conducted?
*This evaluation is to determine available options within a market. If the evaluation is to determine quality or best suited option, this is not the appropriate source selection. Under no circumstances shall the evaluation consist of testing alternative options. These activities must be conducted in a competitive transparent environment (i.e. IFB or RFP).
The market evaluation was conducted by reviewing publicly available information on manufacturers known to supply bicycles for law-enforcement use, including major commercial bicycle brands and recognized patrol-bike providers. This review consisted solely of identifying whether vendors offer bicycles that are specifically designed and manufactured for law-enforcement patrol operations. The agency examined product catalogs, law-enforcement equipment listings, manufacturer websites, and national police-cycling associations’ vendor references to determine which companies produce purpose-built patrol bicycles or law-enforcement-specific maintenance training.
Furthermore, numerous external agencies with established and successful bicycle units have been consulted. Each of these agencies— including the Michigan State Police, the Chicago Police Department, and the Portland Police Department—currently utilizes Volcanic bicycles. In discussions with representatives from these departments, they consistently emphasized the durability, functionality, and overall effectiveness of Volcanic bicycles. They strongly recommended that investing in a high-quality, durable bicycle, such as those produced by Volcanic, is essential to the development and long-term success of a bicycle unit. Additionally, the Chicago Police Department initially procured bicycles from Trek as the lowest bidder; however, these bicycles ultimately proved unable to withstand the demands and wear associated with police duties, resulting in frequent repairs and replacements.
This evaluation did not involve testing, ranking, or comparing performance, nor did it include any activities characteristic of a competitive bid process. The evaluation was limited to determining whether more than one vendor in the market supplies patrol bicycles that are purpose-built for law enforcement and whether any vendor other than Volcanic provides integrated law-enforcement-specific mechanic training.
That review confirmed that while several companies sell bicycles to police agencies, those products are adapted consumer models rather than purpose-built patrol bicycles, and none offer the required law-enforcement-specific frame design, component configuration, or mechanic-training curriculum available only from Volcanic.
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
The agency reviewed available patrol bicycle pricing across comparable brands and confirmed that Volcanic’s pricing is consistent with or below the cost of other law-enforcement-grade bicycles while providing significantly higher durability, agency customization, and lifetime frame warranty. The vendor offers standardized government pricing.
The comprehensive mechanic training cost is competitive with national training programs and aligned with market rates for specialized instruction.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No

9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
Requiring competitive bidding would significantly delay the establishment of BURT and limit operational readiness for crowd management, rapid deployment, and community engagement events. Using non-purpose-built bicycles would increase long-term maintenance costs, reduce officer safety, compromise maneuverability during MFF operations, and risk equipment failure during critical deployments.
10. Is there any additional information you would like to add to justify this sole source?

Additionally, the Chicago Police Department initially procured bicycles from Trek as the lowest bidder; however, these bicycles ultimately proved unable to withstand the demands and wear associated with police duties, resulting in frequent repairs and replacements.
This evaluation did not involve testing, ranking, or comparing performance, nor did it include any activities characteristic of a competitive bid process. The evaluation was limited to determining whether more than one vendor in the market supplies patrol bicycles that are purpose‑built for law enforcement and whether any vendor other than Volcanic provides integrated law‑enforcement‑specific mechanic training.
That review confirmed that while several companies sell bicycles to police agencies, those products are adapted consumer models rather than purpose‑built patrol bicycles, and none offer the required law‑enforcement‑specific frame design, component configuration, or mechanic‑training curriculum available only from Volcanic.

| Q7Answer: The agency reviewed available patrol bicycle pricing across comparable brands and confirmed that Volcanic’s pricing is consistent with or below the cost of other law‑enforcement‑grade bicycles while providing significantly higher durability, agency customization, and lifetime frame warranty. The vendor offers standardized government pricing. |
The comprehensive mechanic training cost is competitive with national training programs and aligned with market rates for specialized instruction.

| Q9Answer: Requiring competitive bidding would significantly delay the establishment of BURT and limit operational readiness for crowd management, rapid deployment, and community engagement events. Using non‑purpose‑built bicycles would increase long‑term maintenance costs, reduce officer safety, compromise maneuverability during MFF operations, and risk equipment failure during critical deployments. |
