12. Can you share if there are current incumbent contractors for this purpose and what are their names?
Currently there are no Incumbents.
13. I have a question regarding the 25-year warranty. “We” have successfully performed network cabling services for over 14 years, however have never been required to offer a 25-year warranty. I have my RCDD looking into which manufacturers we should partner with, however I’m not sure if there is enough time to have this completed before the proposal deadline. “We” guarantee our workmanship, and uses only industry approved manufacturers and processes.
For example, “We have” been the prime contractor for all network cabling for the Social Security Data Center in _______ for over 8-years. I respectfully request that you consider an exception to this requirement, and I have provided the contact information for our SSA contract COR below; as a reference to our level of expertise and quality. “We” are highly interested in pursuing your requirement, especially since I recently relocated the headquarters to the district, however my concern is the 25-year warranty may disqualify us.
a. This requirement shall be performed as per the DC Courts Low Voltage Cabling / Communication Standard Specification [Division 27], incorporated and made a part of this RFP through Attachment B, Amendment 0006.
b. The below information is provided to assist any potential offeror not currently certified to start the process if desired.

14. The Low Voltage IDIQ Section .5.25 specifies labor categories as Project Engineer and Wire and
Cable Tech. However, The “Service Contract Act Wage Rate” sheet does not show the proposed labor categories in the IDIQ. Which labor category should we reference in the wage determination sheet for this IDIQ?
a. The SCA Occupational Code of 30085, Engineering Technician IV for the Project Engineer. Per SCA, minimum of $43.61 per hour.
b. The SCA Occupational Code of 30083, Engineering Technician II for the Wire and Cable Technician. Per SCA, minimum of $28.79 per hour.
c. Contractors will be bounded to specific SCA wage rates, as per each RFQ or RFTOP received.
d. An economic price adjustment clause is established under this RFP and any resultant RFQ or RFTOP issued for the rates of pay for labor (including fringe benefits) or the unit prices for materials shown in the Schedule B.5 either increase or decrease. See Attachment C, to Amendment 0006.
15. Section B.5.1.1 requires unit price per foot for Cat 6A. Please clarify if cable is plenum or PVC.
c. See Revised Materials Chart – Cat 6A - Plenum Rated
16. Should contractor provide a unit price for fiber connectors? If so, which type of connector (LC,SC, etc.)

c. See Revised Materials Chart – Yes, the contractor should provide a unit price for fiber connectors. Type = LC/LC.
17. Should the contractor include unit cost for a 2 post rack and horizontal wire managers?
c. See Revised Materials Chart – Yes. Two post 45u (7ft), 19 inch, threaded holes, open frame, minimum 800lbs capacity, EIA-310-D, IEC 60297-3-100, or RoHS approved.
18. The Price Schedules (eg B.5.1) is the Maximum Total Price in the right column a Total Extended
Price rather than a “per hour”?
c. YES
19. Please confirm that all cabling and components are CAT-6A
c. See Revised Materials Chart - The minimum copper/Ethernet cabling standard is CAT 6A.
20. On the Materials Unit & Extended Cost tables (eg B.5.1.1), are the amounts just the uninstalled cost of materials or are they the cost of materials plus installation labor?
21. We cannot know in advance what the prevailing wage rate will be. The Service Contract Wage
Determination No: 2015-4282, dated 03/17/17, will change several times over the course of the contract. For each of the Option Years, should we quote the labor with a reasonable escalation above the previous year?
a. The contractor shall be bounded by the wage rates incorporated into any resultant contract and subsequent task order awarded as a result of this RFP, during each period of performance.
b. Should the wage determination be updated by the US Department of Labor prior to issuance of a task order, the applicable wage rates will be incorporated under the said task order.
c. Contractors will be bounded to and comply with the specific SCA wage rates, as per each RFQ or RFTOP received.
d. An economic price adjustment clause is established under this RFP and any resultant RFQ or RFTOP issued for the rates of pay for labor (including fringe benefits) or the unit prices for materials shown in the Schedule B.5 either increase or decrease. See Attachment C to Amendment 0006.
e. Prospective offerors should govern themselves accordingly.
22. RFP Section B.1: In Section B.1 it states that “individual task order award amounts will be determined by actual work hours performed in the final project completion of each task order awarded, multiplied by the hourly rate established, for each Contract Line Item (CLIN), under this RFP, and subsequently within the Contractor’s response to individual task order requests”.
Does this mean that the final value of a task order is not necessarily the FFP amount proposed, but the actual hours incurred throughout the task order multiplied by the hourly rate?
b. The contract type is fixed unit price with a cost reimbursement CLIN. This contract and any resultant RFQ or RFTOP also contains an Economic Price Adjustment Clause for Contracting Officer consideration of increase or decrease in rates of pay for labor (including fringe benefits) or the unit prices for material shown in the Price Schedule B.
c. Quantities indicated in the Price Schedule B.5 of this RFP represent estimated amounts and will be used, 1) to establish the baseline fixed unit prices offered on any subsequent individual task orders (which will represent a specific scope of work required) and 2) for evaluation of this RFP. Contractors are encouraged to offer reasonable lower prices on any resultant Request for Quote (RFQ) or Request for Task Order Proposal (RFTOP).

d. The intent is for any Fixed Unit Price value awarded under a task order to represent the scope of work associated with that task order. The awarded contractor will be required to complete the scope of work outlined in that task order for the fixed unit amount awarded or lower.
23. RFP Section B: Contract Type, Supplies or Services and Price/Cost: RFP Page (2 of 61):
a. Section B.1 defines that “this is a fixed (unit) price contract”
See item number 22 above
b. Section B.1 states that “individual task order award amounts will be determined by actual work hours performed in the final project completion of each task order awarded, multiplied by the hourly rate established, for each Contract Line Item (CLIN), under this RFP, and subsequently within the Contractor’s response to individual task order requests”.
24. Contract Type:
a. Per FAR 16.2, fixed-price contracts have different variations. Can Government further define which types of fixed-price contract will be awarded, such as firm-fixed price (FFP), firm-fixed price with level of effort (FFP/LOE) so that we can price accordingly?
b. Does this mean that the final value of a task order is not necessarily the FFP amount proposed, but the actual hours incurred throughout the task order multiplied by the hourly rate? In other words, the fixed price is a NTE number for intended scope and contractor can only invoice for the actual hours worked at the agreed to rates – not simple math of total FP/12 months for each year.
25. In document Low_Voltage_Cabling_Services_IDIQ_RFPfinal050217, page 5, section B.5.1.1 material line item M0001’s description is “Category 6e Cable, PVC plenum-rated without termination”. PVC cable is typically considered CMR and plenum rated cable is CMP. They are two different cable types. Which cable type is required?
c. See Revised Materials Chart – Cat 6A - Plenum Rated
