About this file
This Construction Bid Addendum No. 3 is issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, for the Covington Salt Storage Building (SSB) Roof Replacement project located at 13262 School Rd., Covington, MI 49919. The project involves roof replacement work and fascia board removal and replacement (200 linear feet), with painting specifications for wood surfaces including exterior wood fascia boards and pipe bollards. A mandatory pre-bid meeting was held on December 5, 2024, at 9:30 AM, with seven contractors in attendance including representatives from Timber Ridge Construction, Premeau Construction, KNN Construction, and Power Construction Group. The bid opening date is scheduled for December 18, 2024, with no change to the original bid due date. The addendum clarifies that contractors must include labor, material, and equipment costs in their unit prices for painting replaced fascia boards according to the attached painting specification, and confirms that cashier's checks are permissible in lieu of bid bonds as security.
The painting specification requires two coats of 100% Acrylic Exterior Solid Color Stain (not more than 200 square feet per gallon) for wood fascia boards, with back-rolling or back-brushing to achieve proper coverage and finish. Acceptable paint manufacturers include Sherwin Williams and Benjamin Moore. Contractors are responsible for removing loose caulk and replacing it with urethane or elastomeric caulk, power washing pipe bollards, and applying rust inhibitive primer and two coats of DTM acrylic semi-gloss finish. Surface preparation must strictly adhere to paint manufacturer instructions, and painting may only occur when air and surface temperatures are between 50°F and 90°F for water-based paints or 45°F and 95°F for solvent-thinned paints, with no application during snow, rain, fog, or mist. The contractor must provide a one-year guarantee on all painted work and furnish at least one gallon of each finish paint color to the owner for future touch-up use.
