PERFORMANCE WORK STATEMENT
FOR
LODGING
1 Description of Work: The contractor shall furnish all lodging accommodations, conference space, utilities, management, labor, and facility operation in accordance with the terms and conditions of this Performance Work Statement (PWS). This includes all audiovisual (AV) equipment and local area network (LAN) lines, for all United States Army service members, civilian DOD personnel and applicable personnel.
Period of Performance: The starting period of performance for this contract will be 1 day from the date of award and up to 6 months as mission dictates. Hotel lodging at said hotel shall be single occupancy and able to meet Social Distancing polices. For a period of 30 days and nights with the option to reduce or increase the number of rooms needed without penalty, as mission dictates. Requesting rooms:
CLIN0001: 100 rooms x 30 days = 3000 days
CLIN0002: 50 rooms x 30 days = 1500 days
1.1 The contractor shall provide services to individuals and organizations of the 377th Theater Sustainment Command (TSC). Services will be provided in accordance with the terms and conditions of this contract. The contractor shall provide single or double occupancy hotel rooms, with only one person occupying each room. The Government shall not be charged an additional fee for double occupancy hotel rooms.
1.2 Rooms:
1.2.1 Living Space: Single and double occupancy room shall contain adequate net living and sleeping areas. No more than one person shall be assigned to a room due to social distances of COVID-19.
1.3 Standards:
1.3.1 Rooms shall be constructed and finished to provide good light and sound attenuation.
1.3.2 All windows shall be provided with blackout lining, shades, or blinds. If drapes are provided, they must screen out the light.
1.3.3 Sufficient electrical outlets shall be available and in good working condition.
1.3.4 All entrance doors to rooms shall have interior security locks, either deadbolt or double locking locks. Each room occupant shall be provided with a room key.
1.3.5 Bathrooms must be constructed to provide convenient sanitary facilities.
Bathrooms must contain a shower and/or tub combination with a wash basin, a properly functioning toilet, and a mirror. Additionally, bathrooms should have adequate lighting and grounded electrical outlets for use of electrical razors, hair dryers etc. The shower or shower/tub combination shall have shower doors or curtains.
1.3.6 A telephone in the room is desirable, if not available due to location, have telecommunication devices in the immediate area.
1.3.7 A television in the room is desirable, if not available due to location, have information as to where television is available to patrons.
1.3.8 Rooms shall have adequate heating and cooling capabilities.
1.3.9 Furnishing and Equipment: Must be clean and in good repair. The following minimum furnishings are required:
a. Lamp 1 per desk or writing table
b. Adequate clothes storage drawers and closet space
c. Desk or writing table with chair
d. Trash container
1.3.10 Additional desirable amenities:
a. Radio
b. Working tables and chairs
c. Restaurant within the facility
d. Refrigerators or ice machines
e. Chair, occasional
f. Alarm clock
g. Microwave each room
1.4 Services: The contractor shall provide the following services:
1.5 Assignment of Quarters/Rooms: Government personnel should not be billeted under this contract arrangement without presenting proper authorization to the contractor. The contractor must be adequately manned to provide a 24 hour check in and check out service, 7 days a week. Individuals should be assigned to one room, no more than one individual per room.
1.6 Custodial/Sanitation Services: Daily custodial services shall include, but is not limited to, room cleaning, bed making, linen change (as required), adequate quantities of soap, bath towels, hand towels, sanitized drinking glasses, facial tissues, and a cloth bath mat.
1.7 Linen Service: Linen service shall be provided at least once a week or when occupancy changes, whichever occurs first. Additional blankets shall be made available if requested by occupant. All linen and blankets shall be clean, freshly laundered, without any objectionable odors, and in good repair, free from tears, rips, holes, stains, and extensive wear. Pillows shall be at least six inches thick to provide proper support.
1.8 Additional Desirable Amenities:
a. 24 hour wake up service
b. Message service
c. Shuttle service
d. Washer / Dryer facilities
1.9 Common Use Areas: The contractor shall keep all hallways, corridors, grounds, and other adjacent areas under the contractor's control in a clean, neat, and safe condition.
1.10 DO NOT DISTURB" Signs: All rooms shall have such signs available.
Contractor's employees shall respect them when displayed.
1.11 Information Services: Customer service representatives shall be able to explain occupant’s miscellaneous charges not covered by this statement of work, i.e., telephone charges. The contractor shall provide information on bus schedules, taxis and other local transportation, dining facilities and locations, and commercial telephone directory service.
1.12 Additional Rooms: For a period of 30 days and nights with option to reduce or increase the number of rooms needed without penalty, as mission dictates.
1.13 The U.S. Government will only pay for nights actually used and any applicable penalties due to late cancellations. A guest list will be provided to the hotel representative prior to arrival of guests covered under the contract.
1.14 The U.S. Government will not pay for telephone calls, mini-bar, bottled water, room service, cell phones, and hotel charges other than those specifically provided for in this contract. US Government will not pay taxes in accordance with Louisiana Tax Exempt document.
1.15 Quality Standards for Rooms: All rooms shall include a high standard of hygiene, private bath with full toilet and shower facilities, hot and cold running water, clean linen on a daily basis, working electricity, color television with cable, clock, and telephone.
The room shall also be appropriately furnished.
1.16 Amenities: All hotel guest facilities and amenities, to include the business center, swimming pool, spa, wireless internet and exercise facilities will be made available for conference participants free of charge as long as they are registered in the hotel.
1.17 Hotel Representative. The contractor shall provide a representative as a liaison.
The hotel representative (HR) must be vested with the authority to resolve issues and payment as they arise. The HR shall be available throughout the time period the hotel is in use by the Government. The hotel will provide a list of on-call hotel points-of-contact who have the authority to resolve issues affecting their particular areas of support, (for example: room maintenance, security, banquets, payment, etc.).
1.18 Conference Room: The room may be used continuously twenty-four hours a day at no additional cost to the government. The hotel shall provide grounded electrical connections with extension cords and surge protectors to support office equipment. The rooms must be securable to prevent access to unauthorized personnel. Only the designated COR will be authorized to request or receive keys for any and all conference facilities. Hotel services shall clean the conference room daily in the evenings or early morning before the start of the workday.
2 General Information:
2.1 Hours of Operation: The contractor shall maintain continuous operating hours (24 hours a day).
2.2 Removing objects from refuse for personal use is unauthorized.
2.3 Place of Performance: Harvey, LA
2.4 Standards of Conduct: Contractor Personnel must adhere to a professional business standard at all times.
2.5 Security Requirements: Contractor will provide a secure environment for customers. If conference room has locking feature the contractor shall lock the room upon customers request if it does not interfere with any other conferences.
2.6 Physical Security: The contractor shall provide secure environment for storing equipment.
2.7 The Contracting Officer is the only person authorized to approve any changes to the terms of this contract and not withstanding any provisions contained elsewhere in this contract, the authority remains solely the Contracting Officer. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price as a result of the change.

The contractor shall receive, account for, process, and return all organizational and individual items tendered for cleaning
1 Contractor will adequately record all items tendered for cleaning and to whom they belong.
Delivered articles shall conform to the generally accepted industry and local standards of quality, cleanliness, finish, appearance, and packaging.
1.2 There will be no more than 2
customer complaints in a month.
Clothing or linen articles received by the contractor shall be individually inspected for condition of serviceability and classified as to the type of service required.
1.3, 1.12 and 1.13
Contractor must maintain an adequate system for recording each individual item and the service to be provided.
Re-Performance and Repair 1.4 and 1.5
Repairs will be made in a timely manner. If room has repair that can’t be repaired immediately customer will be moved to another room.
The contractor is responsible for receiving, collecting, exchanging, and distributing linen exchange articles to and from organizations, activities, or authorized individuals
1.6-1.8 Maintain proper records and inventory of linen exchange operations
4 Government Furnished Property (GFP) and Services: The U.S. Government will not provide any equipment, fuel, personnel, utilities or facilities to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency.
