About this file
This is a Combined Synopsis/Solicitation (Request for Quote) issued by the Department of the Air Force, Headquarters Air Force Test Center at Edwards Air Force Base for a custom-fabricated structural component package and modification to a Large Test Vehicle (LTV) body to accommodate a generator system. Solicitation FA910126QB059 is a 100% Small Business Set-Aside under NAICS code 336211 (Motor Vehicle Body Manufacturing) with a 1,000-employee size standard. The contractor must fabricate a weather-resistant enclosure and slide-out shelf, perform structural modifications to the LTV body, and install, integrate, and test a Government-Furnished generator. All fabricated items must be factory-new, and work will be performed at Holloman Air Force Base, New Mexico. This is classified as a Supply procurement with incidental services, and the Nonmanufacturer Rule does not apply due to the estimated value being below the Simplified Acquisition Threshold.
Quotes must be submitted electronically by 1:00 PM Central Time on August 4, 2026, to Contracting Officer Brooke Vandeman and Contract Specialist Aliyah Moore, with a minimum 60-day validity period. Quotes must be organized into two sections: Administrative & Price (including company information, SAM.gov registration confirmation, small business size certification, total Firm-Fixed-Price including shipping to Holloman AFB on FOB Destination terms, and proposed delivery timeframe in weeks after receipt of order) and Technical Capability (demonstrating experience in custom sheet metal/structural fabrication or vehicle modifications, plus material specifications and methodology for the slide-out shelf weight capacity and weatherproof door assembly IP66 compliance). Award will be made to the lowest-priced, technically acceptable, responsible offeror through sequential evaluation: price sorting, size standard validation, technical validation, responsibility determination, and price reasonableness verification. The Government reserves the right to reject all offers and cancel the solicitation at any point prior to award. CMMC certification is not required for this procurement.

COMBINED SYNOPSIS/SOLICITATION FA910126QB059
This is a combined synopsis/solicitation for a commercial product prepared in accordance with the format in the Revolutionary Federal Acquisition Regulation Overhaul (RFO) subpart 12.202, as supplemented with additional information. The Government reserves the right to reject any or all offers received in response to this solicitation. Furthermore, the Government maintains the right to not make an award under this solicitation, and reserves the unilateral right to cancel this solicitation, in whole or in part, at any point prior to award if it is determined to be in the Government's best interest.
All solicitation provisions and contract clauses applicable to this procurement are incorporated and set forth in Attachment 2 – SF 1449. Submission of a quote constitutes acknowledgement and acceptance of all terms contained within this attachment.
Solicitation Number: FA910126QB059
Solicitation Type: Request for Quote (RFQ)
North American Industry Classification System (NAICS) Code:
336211 - Motor Vehicle Body Manufacturing
Federal Supply Code (FSC): 2510 - Vehicular Cab, Body, and Frame Structural Components
Size Standard: 1,000 Employees
Set-Aside Status: 100% Small Business Set-Aside
Nonmanufacturer Rule (NMR) Not Applicable
Description of Requirement:
The Government requires a custom-fabricated structural component package and structural modification to the Large Test Vehicle (LTV) body to accommodate a generator system. Specifically, the contractor shall fabricate a weather-resistant enclosure and a slide-out shelf and perform the necessary structural modifications to the LTV body. Additionally, the contractor shall perform the installation, integration, and testing of a Government-Furnished generator.
This is a Supply procurement with incidental services. The primary deliverables are the custom structural additions, and the physical installation and integration services are strictly incidental to the delivery of the fabricated supply items. All fabricated items must be factory-new. The work will be performed at Holloman Air Force Base, New Mexico. See “Attachment 1 – LTV Generator Installation Statement of Work (SOW)” for full details.
Determination for 100% Small Business Set-Aside:
Based on market research and a review of responses to a SAM.gov Sources Sought Notice, at least two small businesses are interested in and capable of meeting the requirement under NAICS code 336211.
Therefore, in accordance with RFO Part 19, this acquisition is solicited as a 100% Small Business Set- Aside.
Non-Applicability of NMR:
The total estimated value to meet the subject requirement is below the Simplified Acquisition Threshold (SAT); therefore, the Nonmanufacturer Rule does not apply.
CMMC Exemption:
The Government has determined that the Cybersecurity Maturity Model Certification (CMMC) requirements are not applicable to this procurement as it does not involve the transmission, storage, or processing of Controlled Unclassified Information (CUI) on contractor information systems. Offerors are not required to hold or demonstrate a CMMC certification level to be eligible for award under this solicitation.
Basis for Award:
The Government intends to award a single, firm-fixed-price purchase order to the responsible offeror whose quote conforms to the solicitation and offers the lowest reasonable price to the Government. The evaluation process will be conducted in the following sequential steps:
1. Price Sorting: Rank all quotes by the total quoted price, from lowest to highest.
2. Size Standard Validation: Confirm compliance with the small business size standard under
NAICS code 336211 (1,000 employees).
• NOTE: Offers from vendors that do not meet the small business size standard of 1,000 employees will not be considered for award, and the evaluation process for that quote will end.
3. Technical Validation: Evaluate the lowest-priced quote meeting the business size standard for technical acceptability. Technical acceptability is determined by evaluating whether the offeror demonstrates the capability to meet all physical, functional, and performance requirements of the SOW (Attachment 1).
• If the lowest-priced quote is determined technically "Acceptable," evaluation stops, and that offeror will be selected for award (pending responsibility and price reasonableness determinations).
• If the lowest-priced quote is determined technically "Unacceptable," the Government will proceed to evaluate the next lowest-priced quote.
• NOTE: If the lowest-priced quote requires resolution of minor or clerical errors, the Government reserves the right to enter interchanges with that offeror. If the quote is successfully corrected and remains the lowest-priced, the order will be awarded to that offeror. Interchanges will take place as deemed necessary or appropriate by the Government.
4. Responsibility Determination: Evaluate the apparent successful offeror to determine responsibility in accordance with RFO Subpart 9.1 (verifying active SAM.gov registration, no active exclusions, and a satisfactory record of performance, integrity, and business ethics). If the lowest-priced, technically acceptable offeror is found non-responsible, the Government will refer the matter to the Small Business Administration (SBA) for a Certificate of Competency (COC) determination.
5. Determination of Price Reasonableness: Evaluate the final quoted price for reasonableness.
RFO 12.204(a) states that for price reasonableness, the contracting officer must determine the price to be fair and reasonable and, whenever possible, base price reasonableness on competitive quotations or offers. Given the solicitation is being issued on a competitive basis, price reasonableness will be established through competitive quotations.
Instructions to Offerors:
Offerors must submit a complete quote that conforms to all solicitation requirements. Quotes must be valid for a minimum of 60 days from the submission deadline.
Submission Method Quotes must be submitted electronically via email to the Contracting Officer, Brooke Vandeman (brooke.vandeman@us.af.mil), and Contract Specialist, Aliyah Moore (aliyah.moore-minor@us.af.mil), no later than 1:00 PM Central Time on 4 August 2026. Late quotes will not be accepted.
Quote Format and Content To facilitate a timely and efficient evaluation, quotes must be organized into two distinct sections:
Administrative/Price and Technical.
Section I: Administrative & Price This volume must contain all pricing information and required administrative representations.
• Company Information: Provide the Company Name, Point of Contact (Name, Phone, Email), Unique Entity ID (UEI), and CAGE Code.

• Size Standard Compliance: Provide a statement certifying that the offeror meets the small business size standard of 1,000 employees under NAICS code 336211.
• Price Schedule: Submit a total Firm-Fixed-Price (FFP) quote for all requested items. The total
FFP must include all applicable costs, including shipping/freight (FOB Destination) to Holloman AFB, New Mexico.
• Delivery Schedule: State the proposed delivery timeframe in number of Weeks After Receipt of
Order (ARO).
Section II: Technical Capability This volume must not contain any pricing information and must include:
• Technical Capability & Experience Statement: A brief narrative demonstrating experience in custom sheet metal/structural fabrication, specialty vehicle body manufacturing, or heavy-duty trailer/vehicle modifications.
• Product Specifications & Methodology: Material specifications, cut sheets, or drawing concepts for the slide-out shelf (showing weight capacity compliance) and weatherproof door assembly (showing IP66 compliance). Provide a brief execution methodology explaining how the contractor will complete the vehicle body cutout expansion and load testing.
Note: .zip files are not an acceptable format for the Air Force Network and will not go through our email system.
