About this file

This is a Combined Presolicitation/Solicitation document for a Request for Quotation (RFQ) issued by the Department of the Air Force, Headquarters Air Force Test Center at Edwards Air Force Base, California.

The 704th Test Group and 846th Test Squadron at Holloman AFB in New Mexico require one complete Hexagon Absolute Arm with AS1 and Accessories package. This brand-name requirement is essential for native integration with the squadron's existing government-owned Hexagon 960 laser tracker and AS1 scanner head to maintain a unified hardware and software ecosystem. Delivery is required to Holloman AFB no later than 120 days after receipt of order. The solicitation (FA910126QB072) is structured as a 100% Small Business Set-Aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a 1,000-employee size standard. The Nonmanufacturer Rule does not apply because the estimated value is below the Simplified Acquisition Threshold, allowing small business offerors to provide products from any domestic or foreign manufacturer. CMMC certification is not required as the product is a Commercially Available Off-the-Shelf item.

Quotes must be submitted electronically by 1:00 PM Central Time on August 31, 2026, to Contracting Officer Bethany Hill (bethany.hill.3@us.af.mil) and Contract Specialist Lindsay Jones (lindsay.jones.5@us.af.mil). Quotes must be valid for a minimum of 60 days and organized into two sections: Administrative/Price and Technical Capability. The price must be a firm-fixed-price quote including all costs and shipping (FOB Destination). Award will be made to the lowest-priced, technically acceptable small business offeror meeting the size standard and responsibility requirements, based on sequential evaluation of price, size compliance, technical acceptability, responsibility, and price reasonableness. The government reserves the right to reject any or all offers and cancel the solicitation at any time prior to award.

COMBINED PRESOLICITATION / SOLICITATION

24 August 2026

This is a solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) RFO subpart 12.202, as supplemented with additional information. The Government reserves the right to reject any or all offers received in response to this solicitation. Furthermore, the Government maintains the right to not make an award under this solicitation, and reserves the unilateral right to cancel this solicitation, in whole or in part, at any point prior to award if it is determined to be in the Government's best interest.

All solicitation provisions and contract clauses applicable to this procurement are incorporated and set forth in the Solicitation (FA910126QB072). Submission of a quote constitutes acknowledgement and acceptance of all terms contained within this attachment.

Solicitation Number: FA910126QB072

Solicitation Type: Request for Quotation (RFQ)

North American Industry Classification System (NAICS) Code:

334516 - Analytical Laboratory Instrument Manufacturing;

1,000 Employees

Product Service Code (PSC): 6640 - Laboratory equipment and supplies

Set-Aside Status: Total Small Business Set-Aside

Description of Requirements:

The 704th Test Group (704 TG) and 846th Test Squadron (846 TS) at Holloman AFB in New Mexico have a requirement for one (1) complete Hexagon Absolute Arm w/AS1 & Accessories package. This brand-name requirement is essential to natively integrate with the squadron's existing government-owned Hexagon 960 laser tracker and its associated AS1 scanner head to maintain a common hardware and software ecosystem, leveraging prior government training and equipment investments. All technical specifications and physical components are detailed in Attachment 1, Statement of Work. Delivery is required to Holloman AFB no later than (NLT) 120 Days after receipt of order (ARO).

Determination for 100% Small Business Set-Aside:

Based on market research, at least two small businesses are interested in and capable of meeting the subject requirement; therefore, in accordance with RFO Part 19, this acquisition is solicited as a 100% Small Business Set-Aside.

Non-Applicability of NMR:

The total estimated value to meet the subject requirement is below the Simplified Acquisition Threshold (SAT); therefore, the Nonmanufacturer Rule does not apply in accordance with FAR RFO Part 12 guidelines, allowing small business offerors to provide the product of any domestic or foreign manufacturer.

CMMC Exemption:

The Government has determined that the product required under this solicitation is a Commercially Available Off-the-Shelf (COTS) item. Because this procurement is exclusively for a COTS product, the Cybersecurity Maturity Model Certification (CMMC) requirements are not applicable. Offerors are not required to hold or demonstrate a CMMC certification level to be eligible for award under this solicitation.

Basis for Award:

The Government intends to award a single, firm-fixed-price purchase order to the responsible small business offeror whose quote conforms to the solicitation and offers the lowest price to the Government.

The evaluation process will be conducted in the following sequential steps:

1. Price Sorting: Rank all quotes by the total quoted price, from lowest to highest.

2. Size Standard Validation: Beginning with the lowest-priced quote, confirm compliance with the solicitation in relation to the small business size standard under NAICS code 334516, which is 1,000 employees.

NOTE: Offers from vendors that do not meet the small business size standard of 1,000 employees will not be considered for an award and the evaluation process will end here.

3. Technical Validation: Validate that the offeror with the lowest priced quote meets the business size standard, and that the quoted product meets the required specifications per Attachment 1 (SOW).

• If the lowest-priced quote is determined technically "Acceptable," the evaluation stops, and that offeror will be selected for award (pending an affirmative responsibility determination and price reasonableness).

• If the lowest-priced quote is determined to be technically "Unacceptable," the

Government will evaluate the next lowest-priced quote, continuing this process until a technically acceptable quotation is identified.

NOTE: If the lowest priced quote requires resolution of minor or clerical errors to any aspect of the quote, the Government will consider the correction potential and may enter interchanges with that offeror. If, after interchanges to resolve minor or clerical errors, the quote is determined technically “Acceptable” and remains the lowest priced quote, the order will be awarded to that offeror. If the Government deems the quote not easily correctable, or if at any time the quote becomes other than the lowest priced, the next lowest priced quote will be evaluated for technical acceptability.

Interchanges will take place as necessary or deemed appropriate by the Government.

4. Responsibility Determination: The Government will evaluate the apparent successful offeror to determine responsibility in accordance with RFO Subpart 9.1. This includes verifying that the offeror has an active registration in the System for Award Management (SAM.gov), does not have any active exclusions or suspensions, and possesses a satisfactory record of performance, integrity, and business ethics. If the lowest-priced, technically acceptable offeror is determined to be non-responsible, the Government will refer the matter to the Small Business Administration (SBA) for a Certificate of Competency (COC) determination or proceed to evaluate the next lowest-priced quote if appropriate.

5. Determination of Price Reasonableness: The final quoted price will be evaluated for reasonableness in accordance with RFO 12.209, using the price analysis techniques defined in RFO 15.404-1.

Instructions to Offerors:

Offerors must submit a complete quote that conforms to all solicitation requirements. Quotes must be valid for a minimum of 60 days from the submission deadline.

Submission Method:

Quotes must be submitted electronically via email to the Contracting Officer, Bethany Hill (bethany.hill.3@us.af.mil) and Contract Specialist, Lindsay Jones (lindsay.jones.5@us.af.mil), no later than 1:00 PM Central Time on 31 August 2026. Late quotes will not be accepted.

Note: .zip files are not an acceptable format for the Air Force Network and will not go through our email system.

Quote Format and Content:

To facilitate a timely and efficient evaluation, quotes must be organized into two distinct sections:

Administrative/Price and Technical.

Section I: Administrative & Price This volume must contain all pricing information and required administrative representations.

• Company Information: Provide the Company Name, Point of Contact (Name, Phone, Email), Unique Entity ID (UEI), and CAGE Code.

• System for Award Management (SAM): Confirm active registration in SAM.gov.

• Size Standard Compliance: Provide a statement certifying that the offeror meets the small business size standard of 1,000 employees under NAICS code 334516.

• Price Schedule: Submit a total Firm-Fixed-Price (FFP) quote for all requested items. The total FFP must include all applicable costs, including shipping/freight (FOB Destination) to Holloman AFB, New Mexico.

• Delivery Schedule: State the proposed delivery timeframe in number of Weeks After

Receipt of Order (ARO).

• Statement of Work (SOW) Requirements: Confirm agreement to terms and conditions within the SOW.

Section II: Technical Capability This volume must not contain any pricing information. It must include sufficient documentation for the Government to determine technical acceptability based on the sequential evaluation steps.

• Product Specifications: Submit product literature, cut sheets, or technical specification documents demonstrating that the quoted product meets all physical, functional, and performance requirements outlined in Attachment 1.
