Dear Offeror, This cover letter precedes a solicitation package prepared by the Federal Bureau of Prisons, Federal Detention Center (FDC), Houston, Texas, for the provision of bread for the Third Quarter of fiscal year 2023. This package contains all the necessary information for submitting a proposal for evaluation.
In submitting the request for quote, offerors should consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning the content, format, and submission of your quote.
All contractors doing business with the Federal Government must be actively registered in the System for Award Management (SAM) database, information found at www.sam.gov. Offerors should include their Data Universal Numbering System (DUNS) number in their offers. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee’s DUNS number into the SAM database. Failure to complete the registration procedures will result in elimination from consideration for award.

This clause requires all contractors must have completed the annual representations and certifications electronically via the Online Representations and Certification Application (ORCA) website at http://orca.bpn.gov. This information is included in the solicitation in the provision FAR 52-212-1, Instructions to Offerors - Commercial Items. Once you have completed the ORCA requirements, you are no longer required to submit 52.212-3, Offeror Representations and Certificates with your offer. The Contracting Officer will verify registration in the ORCA database prior to award by entering the potential awardee’s DUNS number into the ORCA database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award.
The Government will award to the responsible offeror whose offer conforms to the solicitation and is considered to be the most advantageous to the Government. Please quote only on those items specified. Do not change the item description or the unit of issue.
